In April 2004, China's legislators ruled out universal suffrage in Hong Kong's 2007 election of its chief executive, as well as for its 2008 Legislative Council election.

The Council further postponed the election of one member from Asian States for a term beginning on the date of election and expiring on 31 December 2008.

Iraqi parliamentary election, December 2005 Following the ratification of the Constitution of Iraq on 15 October 2005, a general election was held on 15 December to elect the permanent 275 member Iraqi Council of Representatives.

On 17 May, the Palestinian Legislative Council passed a new election law, enlarging the body to 132 members and envisaging their election according to a 2 to 1 ratio from districts and from national lists.

Nomination, election and re election

More than 100 women registered to run in the presidential election, but none passed the vetting process headed by Iran s Guardian Council.

The new election code had been further amended in 2005 in accordance with the recommendations of OSCE and the Council of Europe.

The fundamental thrust of the Uniting for Consensus proposal entails increasing the number of elected Council members, including making re election possible.

Without widespread agreement on the composition, election procedures and mandate of the Council, its credibility could be undermined even before it was established.

The election shall take place at the session of the Council following the deadline for the submission of nominations for the vacant seat.

The Opposition Coordination Council was chosen in an online election in October, with tens of thousands participating in the vote, notwithstanding threats and hacking.

The Council elected Sweden to fill a postponed vacancy for a term beginning on the date of election and expiring on 31 December 2008.

Election

The members of the Council also appreciate the efforts of the Iraqi Independent Electoral Commission and the thousands of Iraqi poll workers and election observers.

In August 2011, India will preside over the Council by alphabetical rotation, and may find itself playing a key role in the election (most likely the re election) of the UN Secretary General, which must take place before the end of the year.

However, during times of war or incapacitation lasting longer than six months, the constitution provides for the election of an acting President by the Electoral Council.

Subsequently, the Council was informed that the United Kingdom of Great Britain and Northern Ireland had withdrawn as a nominee for election by the General Assembly.

Recalling Economic and Social Council resolution 2000 22 of 28 July 2000, in which the Council established the Permanent Forum on Indigenous Issues, as well as Council decision 2001 316 of 26 July 2001 concerning the election appointment of the sixteen members of the Forum and other organizational matters,

Indeed, Turkey is now firmly set to become a regional power, with its recent election to the UN Security Council a further testimony to its diplomatic prowess.
