The Committee recommends that the State party further improve the adolescent health programme addressing, specifically, reproductive health issues, sex education and mental health.

The event was organized by National Patriotic Health Campaign Committee, and Health Education Institute of China CDC with support from UNICEF.

The Committee is also concerned at the inadequate emphasis on mental health care.

Iceland set up a committee to ensure that gender perspectives are integrated into the work of health care institutions and health service providers.

The Committee notes the efforts undertaken by the State party to implement the right to health of adolescents, in particular the adolescent health programme.

The Committee notes with concern that funds allocated to public health have diminished despite the overall increase of health care expenditures over the past decade in the State party. Furthermore, the Committee notes with concern that the health care system that had in the past delivered basic health care to the majority of rural residents has been considerably reduced.

A Public Health Emergency of International Concern (PHEIC) is a formal declaration by the World Health Organization (WHO) promulgated by that body's Emergency Committee operating under International Health Regulations (IHR) of a public health crisis of potentially global reach.

The Committee is also concerned about the weak levels of community participation in the promotion of health, and about insufficient budgetary allocations for health services.

The Committee is concerned that insufficient attention has been given by the State party to adolescent health issues, including developmental, mental and reproductive health concerns.

The UK's first report to the Committee detailed various health and safety, and animal and plant health import legislation relevant to the accounting of biological materials.

The Committee is concerned at the high incidence of teenage pregnancies, the inadequate reproductive health services and at the lack of mental health services for adolescents.

The Committee recommends that the State party pay close attention to adolescent health, taking into account the Committee's general comment No. 4 on adolescent health and development.

The Committee is concerned that adolescents do not receive adequate reproductive health or appropriate sex education.

In case of doubt, a medical committee will determine the state of health of a person.

The Committee recommends that the State party ensure adequate adolescent health services, as stated in its general comment No. 4 (2003) on adolescent health, implementing in particular programmes on reproductive health, sex education and family planning.

The Committee further recommends that the State party take measures to provide mental health services to adolescents.

The Ministry of Health had developed various indicators, information on which she could provide to the Committee.

The Committee recommends that the State party take measures, in accordance with general recommendation 24 on women and health, to improve and increase women's access to health care and health related services and information, particularly in rural areas.

The Department of Health and Social Services is represented on a National Committee whose primary function is to develop a framework for an all hazard health emergency management plan.

The Committee also regrets that no comprehensive sexual and reproductive health programme exists in HKSAR and that education on sexual and reproductive health is not part of the school curriculum.

The Committee recommends that the State party continue to strengthen its primary health care strategy by ensuring adequate staffing and providing the highest attainable standard of health for all children.

The Committee also calls upon HKSAR to introduce education on sexual and reproductive health in the school curriculum.

The Committee is concerned at the lack of adolescent health services and the large number of teenage pregnancies.

In 2004, in order to establish specific strategies for action for different population groups, the Brazilian Government, through the Ministry of Health, created a Technical Committee on Black People of and another Technical Committee to deal the of gays, lesbians, transsexuals and bisexuals health.

For example, the Committee recommended that Governments should involve women in the planning, implementation and monitoring of health policies and programmes and in the provision of health services to women.10

The Committee is also concerned about the health risks posed to children who are sexually exploited and or trafficked.

There is a cross ministerial national committee for the social welfare of older persons chaired by the Minister of Health.

The Committee expresses its concern about the difficult access to education and health care for refugee and internally displaced children.

The Committee would continue to provide the scientific basis for better understanding of the radiation health effects of the accident.

Two of nine committees are headed by women (the Committee on the Economy, Budget, Finances and Taxes and the Committee on Social Issues, the Family, Health Care and the Environment).

Reproductive health (maternal and child health, family planning, adolescent health, men's health, women's health, safe motherhood).

The Committee has participated in the Chernobyl Forum, with regard to reviewing the health effects due to radiation from the accident.

The Forum findings with regard to radiation health consequences are also consistent with previous international initiatives in which the Committee participated.

The Committee is also concerned that reproductive health education is not part of the official curriculum of primary and secondary education.

The Committee recommends that the State party ensure universal access to affordable primary health care, i.e. by increasing the number of family doctors and community health centres, and include all members of society, including refugees, internally displaced persons and Roma, in the compulsory health insurance scheme.

The Committee notes with appreciation the developments in the primary health care strategy, notably the decentralization and mobile units as well as the dialogue conducted with traditional leaders to ensure that health care strategies are complementary.

The Committee remains concerned about the low level of awareness of the general public in HKSAR of sexual and reproductive health issues.

Health, health care services

While noting the efforts made by the State party to improve reproductive health care for women, the Committee remains concerned about the lack of access to adequate health care of women and girls, particularly in rural areas.

The arbitration committee announced their compensation plan on 25 May in a disorderly session at the Ministry of Health and Welfare in Tokyo.

The Committee recommends HKSAR to develop a comprehensive sexual and reproductive health programme, including a public awareness raising campaign about safe contraceptive methods.

The Committee notes with appreciation the efforts undertaken by the State party to extend the coverage of the health and basic sanitation services.
