Ratification of the core international human rights treaties

The Commission on Human Rights has given the international community a universal human rights framework, comprising the Universal Declaration on Human Rights, the two International Covenants21 and other core human rights treaties.

Within the United Nations human rights system, communications exist in respect of five out of the seven core human rights treaties.

A unified treaty body would require universal ratification of the seven core human rights instruments.

A core component of a functioning national human rights protection system is the existence of an independent national human rights institution established in accordance with the Paris Principles.

Human rights must be mainstreamed in all United Nations work as a core task of the Organization.

We support the early conclusion of the work to design a Human Rights Council that reflects the central position of human rights among the core activities of the Organization.

Human rights are also at the core of efforts to avert new flows of refugees and other displaced persons.

There must be universal ratification of the core human rights treaties, followed by implementation and reporting. States must accept the universality, indivisibility and interdependence of human rights and the principle of non discrimination.

There is no doubt that protection of human rights needs to be one of the core tasks for the United Nations.

The Committee notes with satisfaction that the State party has ratified most of the United Nations core human rights treaties since independence.

The possible role of a common core document containing congruent provisions in promoting a holistic approach to the implementation of human rights obligations was also noted.

Some States agreed that the preparation of an expanded core document would encourage a consistent and holistic approach to the implementation of human rights by States parties and urged the treaty bodies to use the core document to improve coordination.

As requested by the Commission a core group of ministers responsible for human rights or participants of equivalent rank from all the regions will participate as panellists.

The Global Compact advocates that corporate strategies and operations be rooted in core values in the areas of human rights, labour standards, the environment and anti corruption.
