These are, primarily, the Human Rights Chamber and the Bosnia and Herzegovina Ombudsman and Entity offices of the Ombudsman for Human Rights.

Using the materials developed for the Office of the Human Rights Ombudsman, MINUGUA provided human rights verification training for dozens of local organizations.

The Government of Ramiro de León Carpio, a former human rights ombudsman, signed the Comprehensive Human Rights Agreement and welcomed MINUGUA into the country.

(c) To integrate human rights standards into the institutions, when reconstructing the Somali executive, legislative and judicial branches, including by establishing a human rights ombudsman

A major emphasis was on strengthening the Office of the Human Rights Ombudsman, especially its field offices.

They included a parliamentary Ombudsman, the National Centre for Human Rights and a parliamentary mechanism for monitoring legislation.

In order to ensure independent monitoring of prisons, legislation was planned to strengthen parliamentary oversight through the human rights Ombudsman.

Mr. CHAIYANUKIJ (Thailand) said that the Office of the Ombudsman and the National Human Rights Commission were both independent bodies.

(b) To implement the decisions of the Commission on Human Rights on Bosnia and Herzegovina, the Office of the Human Rights Ombudsman and the Human Rights Chamber, and the decisions of the Commission for Real Property Claims of Displaced Persons and Refugees

The Provedor for Human Rights and Justice the Ombudsman has been sworn in and has launched his initiatives for the current year.

The Commission also notes the work of the Office of the Ombudsman and other State institutions in the defence of human rights.

MINUGUA worked with the Office of the Human Rights Ombudsman in many ways, sharing databases and methodologies, discussing cases and conducting joint verifications.

The two principal themes discussed related to transparency and democracy, and the role of the ombudsman in strengthening the international human rights system.

Human rights violations against Government employees can be taken to the Office of the Ombudsman if their rights are infringed but it does not have the power to prosecute.

Law No. 212, establishing the Office of the Human Rights Ombudsman, provides for the appointment of a Special Procurator for Women, who was appointed in 2000.

Ombudsman institutions in both Entities are formed based on the Law on the Ombudsman of Republika Srpska and the Federation of Bosnia and Herzegovina, respectively, which act as domestic institutions, but still lack a substantive influence in the area of human rights protection.

(e) The establishment of an independent Police Complaints Commission for England and Wales and, in Northern Ireland, the office of Police Ombudsman, and the Northern Ireland Human Rights Commission

The report indicates that the Ombudsman is another mechanism for safeguarding human rights, and which is a channel where people can submit complaints against unfair treatment by the Government.

In fulfilment of the Vienna Declaration and Programme of Action, an institutional base for protecting civil and political rights had been established, including a parliamentary Ombudsman, a Constitutional Court and a National Centre for Human Rights.

In addition, the Mission's field offices facilitated an increased role of the Office of the Human Rights Ombudsman in round tables and other participatory forums that MINUGUA fostered over the years to address human rights, justice and other peacebuilding problems at the local level.

The Committee welcomes the establishment of the Office of the Human Rights Commissioner of the Republic of Azerbaijan, pursuant to the Constitutional Act on the Ombudsman, adopted in December 2001.

There exists a healthy tradition among human rights activists, many of whom are lawyers themselves, to provide pro bono services to victims of human rights violations. On the Government side there also exist numerous mechanisms, which the citizens can avail to claim their rights. These are The Office of the Federal Ombudsman.

While there was no provision for civilian review of the disciplinary procedure applied to police officers, the Office of the Ombudsman could make recommendations in the case of human rights violations.

The Committee notes with appreciation the adoption of the Law on the People's Rights Defenders (Ombudsmen), the election of the first Ombudsman in November 2002 and the establishment of a section for children's rights issues within the Office of the Ombudsman.

Following the ratification of the U.N. Convention on the Rights of the Child by Law 2101 99, Greece established the operation of the Children's Ombudsman, in the context of the Citizen's Ombudsman.

Based upon the above, a conclusion can be made that the institution of Ombudsman in Bosnia and Herzegovina, in accordance with its responsibilities and mandate set forth by the Law on the Ombudsman for Human Rights, takes measures, implements activities and gives recommendations in order to achieve at the complete realization of the rights recognized by the International Covenant on Economic, Social and Cultural Rights in Bosnia and Herzegovina.

Those funds were directed mostly towards strengthening major State institutions, such as the Public Ministry, the Public Defenders Office, the Judiciary School, the Office of the Human Rights Ombudsman and the penitentiary system.

While taking note of the establishment of the office of Ombudsman, the Committee regrets the absence of a national human rights institution set up in accordance with the Principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles, General Assembly resolution 48 134, annex).

The National Parliament's endorsement on 29 March of Sebastiao Dias Ximenes as the first Provedor (Ombudsman) for Human Rights and Justice of Timor Leste should pave the way for this important Office to begin its work.

The General Accounting Office of the Republic, the Office of the Attorney General, the Office of the Human Rights Ombudsman, the Superintendency of Banks and the Superintendency of Pensions are oversight bodies vested with constitutional authority.

The Committee commends the establishment of an Advisory Commission on Human Rights, a Complaints Office within the Permanent Special Commission against Racial Discrimination, advisory commissions for foreigners in the communes, and the appointment of an ombudsman.
