To date, the Tribunal has concluded agreements with six countries on enforcement of the sentences of the Tribunal.

The Chambers, Registry and Prosecution have continued to work together to find creative ways to increase the efficiency of proceedings at the Tribunal.

The Registry also maintains a constructive dialogue with the host State on various aspects of the work of the Court.

Croatia has worked closely with the Tribunal.

An effective partnership with the Court is therefore indispensable.

We hope Serbia and Montenegro will seize this opening by engaging constructively in Kosovo, maintaining a constructive regional role and fulfilling its commitments to the International Criminal Tribunal for the former Yugoslavia.

That voluntary resignation and surrender to the Tribunal is an example of cooperation with the ICTY, which others should certainly follow.

As with the Court as a whole, the Registry recognizes the importance of regular dialogue with partners.

The Registrar has held meetings at the seat of the Court with non governmental organizations on matters falling within the responsibilities of the Registry.

The Tribunal is holding discussions with the International Tribunal for the Former Yugoslavia prior to taking a final decision regarding the lump sum system.

That is a positive sign of cooperation with the Tribunal by the States of the region.

Drafting and reviewing contracts entered into between the Tribunal and third parties.

Furthermore, the Court has entered into a formal contract with the National Archives of the Netherlands.

We commend Uganda and the Democratic Republic of the Congo for their cooperation with the Court.

The Tribunal regarded the rules on submarine warfare as continuing in force, nonetheless .

We are equally pleased by the announcement that Austria has signed an Agreement with the ICC on the enforcement of the sentences to be handed down by the Court.

The Special Court has recently employed a consultant to develop a fund raising strategy, which the Registrar will discuss this week with the Management Committee.

Cooperation between the United Nations and the Court will facilitate the latter's work and expedite justice without prejudice to the independence of the two bodies.

Horst Köhler exchanged views with some judges on the work of the Tribunal.

The Court has concluded several agreements with States on the relocation of witnesses.

Norway therefore calls on all States and all peoples to cooperate with the Court.

I shall now address my fourth topic, which is paramount to the Tribunal's success in finishing its work cooperation by States in the region with the Tribunal.

Cooperation with the Tribunal has continued positively since the beginning of 2005.

The Registrar has conducted consultations with States parties both at the seat of the Court and in New York.

We appreciate Austria having become the first country to conclude an agreement with the Court to enforce its judgements.

The Registrar signed agreements on the enforcement of sentences with two countries, and negotiations are ongoing with a number of others.

Marriages that contravene this regulation are considered as premature marriage (in contravention of the law) and must be invalidated by Court.

The Association of Defence Counsel has shown a willingness to cooperate with the Tribunal in following the completion strategy through its dedication to using the e Court system and its negotiations with the Prosecution over issues related to disclosure of materials.

The Court and its representatives also meet regularly to exchange information with representatives of individual States or groups of States or with non governmental organizations both at the seat of the Court and elsewhere.
