As the Court develops, the Registry must ensure that the administrative structures meet the Court's needs.

Four quotations were received by the Registry, as follows

The National Archives of The Netherlands submitted a detailed proposal, which was accepted by the Registry.

Third, the Working Group made recommendations to the Registrar of the Tribunal and the Registrar of the ICTR with respect to translation practices by the Translation Unit and on assignment of Defence Counsel.

The Registry also maintains a constructive dialogue with the host State on various aspects of the work of the Court.

The Registry continues to support the judicial process by daily servicing the other organs of the Tribunal.

The Chambers, Registry and Prosecution have continued to work together to find creative ways to increase the efficiency of proceedings at the Tribunal.

In 2004, judges and staff members of the Registry also delivered lectures and published papers on the work of the Tribunal.

As with the Court as a whole, the Registry recognizes the importance of regular dialogue with partners.

The Registrar has held meetings at the seat of the Court with non governmental organizations on matters falling within the responsibilities of the Registry.

In conducting outreach, the Registry relies on local actors.

On that basis, the Registry selected the following three quotations, which may be considered as meeting the requirements of the Tribunal

At its seventeenth session, the Tribunal considered the report presented by the Registrar concerning the budget performance for 2003.

However, he never received a written copy of the judgement referred to by the Registrar.

Furthermore, the Registry has a key role to play in ensuring public proceedings.

During the eighteenth session, the plenary of the Tribunal and the Committee on Rules and Judicial Practice examined, on the basis of a document presented by the Registry, the issue of implementation of the decisions of the Tribunal.

The Registry continues its steadfast support for the judicial process by servicing the other organs of the Tribunal and the defence.

A meeting between the Registry and the competent German authorities took place on 24 November 2004 to discuss issues regarding the premises of the Tribunal.

The Registrar reported to the Tribunal at its seventeenth session on steps taken to ensure a balance between the two official languages of the Tribunal.

The Registry Office is responsible for the management and administration of the war crimes project (including the administration of the Registry, the Special Chamber and the Special Department).

The Registry has produced information products, action plans and directories of key partners target groups and has set up channels of communication.

In accordance with this provision, the Tribunal, at its seventeenth session, approved the Financial Rules which had been prepared by the Registrar and reviewed by the Committee on Budget and Finance.

The budget proposals under posts for the individual organs of the Tribunal reflect the transfer of 15 posts from the Office of the Prosecutor to the Registry.

In his letter, the Registrar made reference to five individuals in the custody of the Special Court who were also included on the Committee's travel ban list.

The Registry has, inter alia, prepared the Court's yearly budget submissions, issued policies and rules such as the staff rules, ensured finalization of the courtrooms, concluded a range of contracts and implemented a procurement plan for the Court.

The Registrar signed agreements on the enforcement of sentences with two countries, and negotiations are ongoing with a number of others.

On 7 October 1993, in a telephone call from the court registry, the authors' counsel was informed that the Court had handed down a judgement the previous day rejecting this application.

The Registry has developed mechanisms, relevant policies and procedures to ensure the efficient and effective delivery of high quality services to all organs of the Court.

Administrative Matters With the shift in emphasis of the ICTR from one centred on investigation and arrests to one centred on trials, the Registry will focus its attention on the end date for the Tribunal in all aspects of its work.

During the seventeenth session of the Tribunal, the plenary of the Tribunal and the Committee on Rules and Judicial Practice discussed, on the basis of a document prepared by the Registry, the question of a code of conduct for counsel appearing before the Tribunal.

The Registry has continued its efforts to raise awareness of the Court and its activities by organizing briefings, seminars and workshops at the seat of the Court for the media, professionals and students from various countries.

The audit report for the financial year 2003 was presented by the Registrar at the eighteenth session of the Tribunal.

The Registry is headed by the Registrar, Bruno Cathala (France), who was elected by the judges on 24 June 2003.

The new post resources are sought so as to enable the Registry to increase its capacity to support the increased workload of the Court.

The Registrar sent to the States parties concerned notes verbales dated 20 December 2004, reminding them of their outstanding contributions to the budgets of the Tribunal.

The Registry is now an independent entity and, with these appointments, it is capable of fulfilling the mandate conferred upon it by the International Agreement on the Establishment of the Registry as contemplated by the Peace Implementation Council and the participants at the Donors Conference in October 2003.

During the seventeenth and eighteenth sessions, the plenary of the Tribunal and the Committee on Rules and Judicial Practice discussed the matter on the basis of background papers presented by the Registry.

At its seventeenth session, the Tribunal requested the Registrar to keep the question of expansion of the library under review and to seek suitable sources of funding.

22. Decides also to reduce the proposed resources for travel of Registry staff by 200,000 United States dollars

1. The competence of the Tribunal shall be extended to the staff of the Registry of the International Court of Justice upon the exchange of letters between the President of the Court and the Secretary General of the United Nations establishing the relevant conditions.

7. Welcomes also the efforts made by the Tribunal to enhance coordination between the Chambers, the Office of the Prosecutor and the relevant sections of the Registry, through the establishment of the various management committees

In pursuing its specific mandate, the Registry fully recognizes the importance of having sound national capacities and strong local networks in place in the countries where the Court is active in the field.
