As in the past, regular resources were received primarily from donor members of the Development Assistance Committee (DAC) of the Organisation for Economic Co operation and Development (OECD).

This committee reports directly to the National Development and Reform Commission, a government body overarching all ministries in charge of overall economic planning and coordination of sectoral development.
