During the period under review, negotiations with the German authorities on the Headquarters Agreement between the Tribunal and the Government of the Federal Republic of Germany came to a successful conclusion.

At its seventeenth session, the Tribunal adopted editorial corrections to the Rules of the Tribunal.

By paragraph 46 of the same resolution, the General Assembly requested the Tribunal to review the rules, practices and procedures of similar tribunals with a view towards enhanced effective management of caseloads.

The Committee recalls its previous jurisprudence that a request for a supervisory review which amounts to a discretionary review, and which offers only the possibility of an extraordinary remedy, does not constitute a right to have one's conviction and sentence reviewed by a higher tribunal according to law.

3.1 The author claims that his right to the review of his conviction and sentence by a higher tribunal (article 14, paragraph 5, of the Covenant) was violated since he was tried by the highest ordinary criminal court, the Supreme Court, whose judgements are not susceptible to judicial review.
