The oral proceedings of the Tribunal shall be held in public unless the Tribunal decides that exceptional circumstances require that they be held in private.

English and French courses for staff members were held at the Tribunal in 2004.

Elections for ad litem judges at the International Tribunal were last held in 2001.

The Tribunal held two sessions devoted essentially to legal matters having a bearing on the judicial work of the Tribunal and other organizational and administrative matters.

Prior to the opening of the hearing, the Tribunal held initial deliberations on 30 November and 1 December 2004.

The seventeenth session of the Tribunal was held from 22 March to 2 April 2004 and the eighteenth session from 20 September to 1 October 2004.

B. United Nations Dispute Tribunal and United Nations Appeals Tribunal

In October 2005, the Tribunal received a Note Verbale from the Russian Embassy confirming the detention of Zelenović and a request that consultations be held with representatives of the Tribunal and The Netherlands on the modalities of the transfer of Zelenović to The Hague.

The Court held the wording to be sufficiently broad to include tort claims, thus concluding for the power of the arbitral tribunal to award damages in tort.

In 2005, the Tribunal held two sessions, one in Geneva from 20 June to 22 July and one in New York from 24 October to 23 November.

In the course of 2005, the Tribunal held its nineteenth and twentieth sessions, which were devoted to legal and judicial matters, as well as administrative and organizational issues.

A Tribunal is established by the present Statute to be known as the United Nations Administrative Tribunal.

C. United Nations Administrative Tribunal

Information technology staff of the Tribunal made presentations on the Tribunal's delay broadcast system, access to Tribunal documents, and exchange of documents between the War Crimes Chamber and the Tribunal.

To date, the Tribunal has concluded agreements with six countries on enforcement of the sentences of the Tribunal.

Comment by the Administration. The Tribunal held discussions with the local and Nairobi offices of the Office of Internal Oversight Services in September 2004 to set up the plan, which they will monitor throughout 2005.
