It is now anticipated that the bidding process and identification of a contractor could be finalized by March 2006, with construction starting in April 2006 for a completion date of February 2008.

The Committee notes that, on the basis of the completion strategy, the Court had anticipated completion of its trial activity by 31 December 2005.

As the Court enters its fourth year of operations, the identification of a completion date for its operations becomes essential.

The President of the Tribunal confirms in the current report that the date for the completion of trials is now 2009.

These were and are being put in place to allow the Tribunals to absorb the anticipated increased activity and to meet the targeted milestones of their respective completion strategies.

Of these, only three are expected to finalize their NAPAs earlier than planned, and 14 have had to postpone the completion date.

The cost of the fellowship from the date of commencement of study to completion of study or 31 December, whichever is earlier.

The completion of that mission, however, is still a cause for concern, in particular since it is becoming increasingly difficult, as the two recent Security Council reports make clear, to foresee a completion date for the accomplishment of the Tribunal's mandate.

This is evidenced by the fact that since June 2004, as many as 17 LDCs have had to revise their estimate of the date of NAPA completion.

9. Notes that the consolidation of the peace building process remains a significant challenge that requires the strengthening of achievements to date and the completion of the outstanding agenda

Much international focus is now on the year 2014, the target date for completion of the gradual transfer of responsibility for security from international forces to the Afghan government.

The Security Council notes the progress made to date, in particular in Security Sector Reform, and in this regard welcomes the completion of the disarmament of the Afghan Military Forces (AMF).

Results to date suggest a strong endorsement of the draft constitution, underlining the desire of the Congolese people for completion of the transition to full democratic Government as soon as possible.

Completion strategy

As set out in the Special Court's completion strategy, the completion of the Court's mandate will be carried out in two phases, namely, the completion phase and the post completion phase.

The year 2008 as the date for the completion of trials at first instance is fast approaching, as is the year 2010 for the conclusion of all of the work of the Tribunals.

On the date of the preparation of this report, drilling is in progress with encouraging results, as regards both the technical performances, which have already surpassed those of previous surveys, and the attainment of certain anticipated geological objectives.

Consequently, the completion date for design development, previously set at September 2005, was extended to December 2005, and the development of construction documents was expected to be completed by late 2006 or early 2007.
