The expected date of completion is the third quarter of 2006.

In the same paragraph, 31 December 2008 is indicated as the date for the completion of all first instance trials and 31 December 2010 as the date for the completion of appeals.

As the Court enters its fourth year of operations, the identification of a completion date for its operations becomes essential.

9. Notes that the consolidation of the peace building process remains a significant challenge that requires the strengthening of achievements to date and the completion of the outstanding agenda

Much international focus is now on the year 2014, the target date for completion of the gradual transfer of responsibility for security from international forces to the Afghan government.

The Security Council notes the progress made to date, in particular in Security Sector Reform, and in this regard welcomes the completion of the disarmament of the Afghan Military Forces (AMF).

Results to date suggest a strong endorsement of the draft constitution, underlining the desire of the Congolese people for completion of the transition to full democratic Government as soon as possible.

Completion strategy

As set out in the Special Court's completion strategy, the completion of the Court's mandate will be carried out in two phases, namely, the completion phase and the post completion phase.

It is now anticipated that the bidding process and identification of a contractor could be finalized by March 2006, with construction starting in April 2006 for a completion date of February 2008.

In view of the magnitude of the project and of the difficulties involved in the preparation of the draft instrument, it had been agreed that 2007 would be a desirable completion date.

ITC had already started work in this direction since it considered this information to be vital for its future operations, and a target date of March 2006 was set for its completion.

The completion of the Revolutionary United Front (RUF) trial at the trial chamber stage is estimated to take place by the end of 2006, and at the appeals stage by early to mid 2007.

The year 2008 as the date for the completion of trials at first instance is fast approaching, as is the year 2010 for the conclusion of all of the work of the Tribunals.

Consequently, the completion date for design development, previously set at September 2005, was extended to December 2005, and the development of construction documents was expected to be completed by late 2006 or early 2007.

To date, it is estimated that more than 60,000 staff members have completed the training course along with an equal or greater number of staff from non governmental and intergovernmental organizations.

Eighteen countries have reached the completion point and 10 are between the decision and completion points.

With regard to hazardous materials, information should be provided on their category, the customs house where they are stored upon embarkation or wharfage, estimated date of departure or arrival of the vessel.

While we understand the concerns that may prompt such an observation, we also feel it necessary to express our concern about the possibility of extending the ICTY's mandate beyond the date envisaged in its completion strategy.

Given those circumstances, it would be difficult for us to justify the continued funding of the ICTY and the ICTR beyond the completion target date of 2010 should it become necessary other than through voluntary contributions.
