Cooperation of the United Nations Organization Mission in the Democratic Republic of the Congo with the United Nations Operation in Burundi

Cross border movements of armed groups have been observed between Burundi and the eastern part of the Democratic Republic of the Congo.

On 10 February 2005, the Government of the Democratic Republic of the Congo authorized a visit to the country by the Minister for Foreign Affairs of Burundi in keeping with their desire to normalize relations of good neighbourliness between the two countries.

On 5 January, the President of Burundi promulgated a law on the establishment of a national Truth and Reconciliation Commission.

The investigation was conducted by the United Nations Operation in Burundi (ONUB), the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) and the Office of the United Nations High Commissioner for Human Rights (OHCHR).

The mission met with the President of the Democratic Republic of the Congo, Joseph Kabila, the President of Burundi, Pierre Nkurunziza, the President of Uganda, Yoweri Kaguta Museveni, the President of Rwanda, Paul Kagame, and the President of the United Republic of Tanzania, Benjamin Mkapa.

The failure of FNL to pursue contacts with either the Government of Burundi or that of the United Republic of Tanzania was disappointing.

Some 90,000 refugees returned to Burundi mainly from the United Republic of Tanzania, and over 80,000 Angolans returned from Zambia (46,500) and the Democratic Republic of the Congo (34,000).

The mission received detailed briefings on recent efforts by the United Republic of Tanzania to facilitate dialogue between the Government of Burundi and Palipehutu FNL, as mandated by the regional initiative for peace in Burundi.

In Burundi, a joint investigation with the human rights sections of the United Nations Operation in Burundi and the United Nations Mission in the Democratic Republic of the Congo was carried out in relation to the massacres at Gatumba in August 2004.

In September 2004, the Group met with Domitien Ndayizeye, President of Burundi, when he attended the opening of the fifty ninth session of the General Assembly.

The mission encouraged MONUC and ONUB to continue their efforts in that regard.

Of these, 152,000 are in the United Republic of Tanzania, 40,000 in Rwanda and 30,000 in Burundi.

In the same vein, the DRC has signed judicial cooperation conventions with several countries in the region, in particular the Convention of 31 June 1975 with Burundi and Rwanda and the Convention of 12 April 1978 with the Republic of the Congo.

Representatives of Burundi, the African Union Commission, the European Union Presidency and MONUC attended as observers.

The mission expressed its satisfaction with the successful transition in Burundi, and welcomed the recent progress in the Democratic Republic of the Congo, particularly with regard to the upcoming elections.

New outflows of refugees from the Democratic Republic of the Congo were also reported into Burundi (20,700), Rwanda (11,300), Zambia (4,300) and Uganda (1,600).

An inter agency evaluation has been completed in Burundi, pointing to cross border and repatriation health issues, such as the difference in quality of health care and malaria control between refugee camps in the United Republic of Tanzania and areas of return in Burundi.

There was increasing optimism among Burundi refugees following the recent elections with the rate of returns from the United Republic of Tanzania doubling in comparison to the previous months.

The situation in Burundi.

Since it first met in 2004, the PSC has been active in relation to the crises in Darfur, Comoros, Somalia, Democratic Republic of Congo, Burundi, Côte d'Ivoire and other countries.

The option of handing them over to the Government of the Democratic Republic of the Congo could only apply if there was a regional process in which all the regional countries are involved as has been the case in the Burundi Peace Process.

The head of mission was also briefed on the efforts undertaken by MONUC and ONUB regarding child protection.

MONUC and the United Nations Operation in Burundi (ONUB) are encouraging information sharing between FARDC and the Forces armées burundaises (FAB) on these issues.
