Article 77 provided that, following approval of the Accord, a constitution would be submitted to a vote in Parliament in order to enable New Caledonia to move forward on the basis of the Accord.

We have done so because, even though Chile is not a party to the Agreement, it agrees with the principles of the Agreement and applies them.
