The Committee welcomes the State party's ratification in 2002 of International Labour Organization Indigenous and Tribal Peoples Convention, 1989 (No. 169) concerning indigenous and tribal peoples in independent countries.

In October 2005, Guatemala had hosted a Conclave of the Indigenous Peoples of the Americas, followed by the sixth meeting of negotiations to seek consensus on the American Declaration on the Rights of Indigenous Peoples, within the framework of the Organization of American States (OAS).

The Forum encourages the World Bank to ensure the full and effective participation of indigenous peoples in the formulation of the forthcoming indigenous peoples' guidebook and any revision to the operational policy BP 4.10 on indigenous peoples.

(d) Be based on the right to self determination of all peoples, including indigenous peoples, which includes indigenous peoples' right to sovereignty over the natural resources in their territories

Protection for indigenous peoples' cultural heritage shall recognize the intrinsic link between indigenous cultural heritage and indigenous languages.

This ensured that indigenous peoples were provided with the possibility of raising their issues internationally, networking with other indigenous organization and non governmental organizations, and establishing relationships with Governments and other United Nations bodies.
