The Chief of the UNODC Terrorism Prevention Branch made a statement.

Since 2002, the General Assembly has reiterated the mandate of UNODC's Terrorism Prevention Branch (TPB) in providing technical assistance to counter terrorism.

Several speakers expressed their support for the technical assistance being provided to requesting Member States, in particular by the UNODC Terrorism Prevention Branch.

The Terrorism Prevention Branch will reinforce its activities as a key provider of technical assistance to requesting States for the ratification and implementation of the 13 universal legal instruments against terrorism.

Prevention of terrorism

Speakers expressed their satisfaction with the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime for the technical assistance provided to States towards becoming parties to and implementing the relevant universal instruments against terrorism.

The Team has forwarded the list of non reporting States to the Terrorism Prevention Branch, which has agreed to assist in encouraging the relevant States to submit their reports.

Accordingly, the Committee recommends deferral of consideration of the establishment of the two P 3 posts in the Terrorism Prevention Branch until the Secretary General has submitted his proposals.

Cooperation is particularly important among the United Nations bodies most directly engaged in the fight against terrorism including Security Council subsidiary organs and their expert panels, the Counter Terrorism Committee Executive Directorate and the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime.

Expressing its appreciation for the efforts recently undertaken by the Terrorism Prevention Branch to maximize the efficiency of its technical assistance by providing it in the official languages of the United Nations,

The Team is also in close touch with the United Nations Office on Drugs and Crime, its Terrorism Prevention Branch, and its field offices in Member States (useful on issues such as the current role of illicit drug cultivation in financing terrorism).

Recalling its resolution 57 292 of 20 December 2002, in section IV of which it approved the strengthening of the Terrorism Prevention Branch of the Secretariat, given that terrorism was one of the priorities of the medium term plan for the period 2002 2005,

International action to combat terrorism should focus heavily on prevention of terrorism or terrorist acts.

Concerning counter terrorism measures, no case had yet arisen under the Prevention of Terrorism Act (2002).

African Union Convention on the Prevention and Combating of Terrorism of 1999.

The Sultanate looks forward to benefiting from the assistance and advice offered by the Terrorism Prevention Branch of the United Nations Office on Drugs and Crime and by other specialized agencies and organizations, following an assessment of its needs in this area.

India strongly supported the Office on Drugs and Crime and, in particular, the Terrorism Prevention Branch, which would be able to play a more important role and work more effectively if it had greater support, particularly in terms of increased budgetary resources.

The Terrorism Prevention Branch of the United Nations Office on Drugs and Crime, on account of its mandates and specialized area of work, may be well situated to provide technical assistance to States in respect of legal issues arising out of implementation of sanctions.

The Law also establishes the National System for Prevention and Fighting against Terrorism (SNPCT).

The Directorate of Terrorism (DGT), a division of the Intelligence Coordination for Prevention (CIP), conducts tactical and operational intelligence work to combat terrorism.

The Prevention of Terrorism Act was based on the counter terrorism instruments to which Mauritius was a party and on counter terrorism legislation in the United Kingdom, India and Singapore.

Organisation for the Security and Co operation in Europe (OSCE) and the World Health Organisation (WHO) and UN Monitoring Group pursuant Res. 1267 were also involved and the UN Office of Legal Affairs (OLA), INTERPOL and the Terrorism Prevention Branch of the UNODC provided ad hoc contributions.

In accordance with the Organization of African Unity (OAU) Convention on the Prevention and Combating of Terrorism, Sierra Leone supported all efforts to combat terrorism.

The Prevention of Terrorism (Special Measures) (Amendment) Regulations which came into effect on 19 March 2003
