The threat of biological terrorism differs from that of nuclear terrorism.

(a) Chemical, biological, radiological and nuclear terrorism

Chemical, biological, radiological and nuclear terrorism also warranted inclusion in the International Convention for the Suppression of Terrorist Bombings.

Recognizing the close connection between international terrorism and illicit arms trafficking and the illegal movement of nuclear, chemical, biological and other potentially deadly materials,

the conclusion of the International Convention for the Suppression of Acts of Nuclear Terrorism, and the strengthening and implementation of the biological weapons convention.

Physical protection of facilities and materials where biological or chemical dual use sensitivities exist is overseen by the National Counter Terrorism and Security Office (NACTSO).

For Tuvalu, security is not simply a matter related to international terrorism or biological, chemical or nuclear weapons it also relates to security from environmental harm.

Art. 33 (1) The following are assimilated to acts of terrorism b) The recruitment, training and preparation of terrorist entities in the use of firearms, ammunition, explosives, chemical, biological, bacteriological or nuclear weapons, as well as in order to facilitate acts of terrorism.

The accusations that Cuba is promoting terrorism, conducting research programmes for the production of biological weapons, and encouraging drug trafficking and acts of espionage and destabilization are totally false.

The Biological and Toxin Weapons Convention, and consequently associated domestic legislation do not specify schedules' of biological agents that could constitute biological weapons.

This annex does not seek to establish a definition of chemical, biological, radiological and nuclear terrorism but, for the purposes of the arms embargo, to describe briefly the types of attack that Al Qaida might launch using chemical, biological, radiological or nuclear devices or materials, and the methods they could deploy.

These options include developing counter networks to meet networked security threats such as terrorism and proliferation of nuclear, chemical, or biological materials, as well as highly decentralized threats such as piracy.

The threat of chemical, biological, radiological and nuclear terrorism (see annex V to the present report) is increasingly recognized as credible and has been highlighted in many international initiatives and meetings.

Some observers remain unconvinced of the significance of the threat, and others criticize the prioritization of chemical, biological, radiological and nuclear threats over other aspects of terrorism or types of threat.

In an effort to increase preparedness among participating States, OSCE had disseminated information, through a specially established counter terrorism network, on managing the consequences of a chemical, biological, radiological or nuclear attack.
