At this level, we are concerned with which state aligns with which other states and which state negotiates with which other states.

E. Which are the affected States?

In all, 135 States participated in the Summit, of which there were 110 States parties and 22 observer States.

In addition, the Chairman has visited two States, neither of which has reported, and the Team has visited six States, two of which have not reported.

In this case, the dates on which the successions of States took place between the Socialist Federal Republic of Yugoslavia and each of its successor States are the dates on which those successor States came into existence.

On 6 December the Meeting of States Parties continued the general debate in which four States Parties made statements.

Many States spoke in favour of the lists of issues and questions which all committees now adopted, and which States found helpful in preparing for the examination of their reports.

Among the States which reacted was Mexico, a country adjacent to the United States, which issued a presidential declaration one month later, incorporating its continental shelf into its national territory.

The number of States Parties has risen to 167, the number of Signatory States which have not yet deposited their instrument of ratification is 16 and there are still 11 States which have neither signed nor acceded to the Convention.

There are three primary methods by which States implement the assets freeze.

Discrimination (Employment and Occupation) Convention, 1958 (No. 111), which has been ratified by 163 member States Workers with Family Responsibilities Convention, 1981 (No. 156), which has been ratified by 36 member States.

The States parties call upon all States, in particular nuclear weapon States, which have not yet done so to sign and ratify the Comprehensive Nuclear Test Ban Treaty.

The influence of the United States is particularly strong in northern Latin America, especially Puerto Rico, which is a United States territory.

While some States have frozen assets belonging to listed charities, other States in which they operate have not provided any relevant information.

Regarding trade, the United States Virgin Islands is exempt from the Jones Act, which requires that freight moving between United States ports be carried by United States flagged ships.

Let me quote here from paragraph 2 of the Declaration, which states that

Of the 37 States which took action, 32 States provided this information in their resolution 1455 reports, of which 28 were submitted in 2003 and four were submitted in 2004, two States provided this information through other correspondence, and three during the Chairman's trips.

The charts in the annex indicate which States have chosen to exercise the right.

Those areas were also among those which the Committee regularly addressed with States parties.

We recall General Assembly resolution 46 182 of 19 December 1991, which states that

Other West African States which have ratified the Protocol include Burkina Faso and Mali.

The Team's trips focussed on States which face a high level of threat, which have particular knowledge of the threat or which it deemed vulnerable to the threat.

(g) Date of the succession of States means the date upon which the successor State replaced the predecessor State in the responsibility for the international relations of the territory to which the succession of States relates.

It is estimated that, since 1945, the United States produced more than 70,000 nuclear warheads, which is more than all other nuclear weapon states combined.

When taking States' freedoms into consideration, it went without saying that there were political acts by which States did not intend to enter into obligations.

The Group expressed its appreciation to Member States which had renounced their shares of the unencumbered balances and encouraged other Member States to follow suit.

At present, 28 Member States are in arrears under the terms of Article 19 of the Charter of the United Nations, which states as follows

Europeans had a unique relationship with which no one especially the United States should interfere.

But intervention in other states internal affairs must be legitimate, which requires clearly established rules.

Once again, we call on all States which have space potential to follow our example.

There were also 85 participating States, which had designated a total of 127 national authorities.
