11. Underlines the right of migrants to return to their country of citizenship

Despite the Israeli retreat in year 2000, migrants did not return to their village.

Most of the workers are internal migrants who return to their homes for treatment when their health problems become unbearable.

Secondly, States should strengthen consular protection and assistance to distressed migrants and provide them with legal assistance, counselling, safe shelter, health care and voluntary return and reintegration assistance.

If the recession costs migrants their jobs in richer host countries and forces them to return home to their countries of origin, millions of already poor people will be thrown into greater poverty.
