11. Integrating migrants into labour markets

Many of these migrants join the labour force of the receiving country, but on the same basis as citizens.

The unskilled profile of most current labour migrants coincides with a reticence among local workforces to accept unskilled jobs.

The smuggling of migrants and the trafficking of human beings for prostitution and labour exploitation were two areas of growing concern.

Typically, those who are most vulnerable to slavery and forced labour are women, children, migrants and other members of minority groups.

Of special concern is the lack of social protection for girls and women among persons with disabilities, international labour migrants and refugees.

The sequence of events originating with the reluctance to recognize the demand for the labour provided by migrants could be outlined as follows

Mr. Langmore (Observer for the International Labour Organization (ILO)) referred to the vulnerability of international migrants, who faced risks of discrimination, exploitation and poverty.

When changes in the national labour force and wage structures reduced the supply of national domestic workers, their place has often been taken by migrants.

(c) In the case of temporary labour migration, new skills are often acquired abroad which can benefit the country of origin when the migrants return.

71. A minimum protection for vulnerable female migrants would be ensured by the ratification of international labour standards concerning migrant workers by migrant sending and receiving States.
