The operational and financial arrangements developed by the EU should be used to establish global standards for the treatment of asylum seekers and migrants. This is the fifth piece of the comprehensive plan.

It is widely assumed that economic migrants, from inside or outside the EU, are mainly poor people out to live off the tax money of the relatively rich. In fact, most of them are not spongers.

Not only do undocumented migrants face such treatment, but even legal migrants can be subjected to a similar experience.

Morocco is also organizing training sessions for judges to strengthen national protection for migrants' rights and attention to migrants' issues.

But despite restrictions, by 2005 Germany had absorbed 37 of all migrants from Eastern Europe that came before and after eastern EU enlargement, whereas Italy had absorbed 22 , Greece 11 , Switzerland 8 , and the UK only 3 .
