The Committee had been able to consider 47 reports in 2006 and thus reduce the backlog of reports pending consideration owing to its meeting in parallel chambers, in accordance with General Assembly resolution 59 261.

It was proposed that during budget years, the Committee should evaluate the programme narratives of the proposed programme budget, in accordance with General Assembly resolution 58 269, as well as reports on evaluation and reports of the Joint Inspection Unit.

It was also recognized that the guidelines, once adopted, should be reviewed periodically and further improved, based on the practical experiences of States parties preparing reports in accordance with the guidelines, and the evaluation of those reports by treaty bodies.

These reports cover all aspects of implementation of the Convention, in accordance with the guidelines for the preparation of national communications of Annex I Parties adopted by decision 4 CP.5.

In accordance with paragraph 11 of the terms of reference, the secretariat supported the implementation of LEG activities and facilitated the preparation of the group's reports for consideration by the SBI.
