Aid should be untied to the extent possible, to allow recipient nations more flexibility in the use of aid resources.

To make the most effective use of aid, it was imperative both to increase the quantity of aid, so that essential investments could be made in health, education, and economic infrastructure to assure sustained growth, and to improve the quality of aid.

NEPAD also implies larger amounts of aid where Governments are prepared to manage their economies well and use the aid productively.

The review has three main goals first, to mainstream the reform agenda into the core of the aid coordination process secondly, to ensure a more central role for the PA in aid management and coordination and, thirdly, to make the aid coordination structures more effective in responding to needs.

Aid cannot solve our problems, I'm firmly convinced about that.
