This will be followed by a report on the achievements of the Intergovernmental Negotiating Committee since the Conference of Plenipotentiaries adopted the Convention in May 2001.

In paragraph 1 of its decision INC 7 2, the Intergovernmental Negotiating Committee decided to submit theis list to the Conference of Parties for possible consideration at its first meeting.

In response to the above request, the Secretariat prepared a progress report, which was presented to the seventh session of the Intergovernmental Negotiating Committee at its seventh session, in document UNEP POPS INC.7 20.

It was then as contained in document UNEP POPS INC.6 INF , revised to reflect intersessional comments from Governments and, as so revised, presented in document UNEP POPS INC.7 INF for further consideration by the Intergovernmental Negotiating Committee at its seventh session.

Some common elements of technical assistance needs and priorities were noted in paragraph 1 of decision INC 7 8 and contained in the annex to the decision.

Should the Conference of the Parties decide to undertake the review of the financial mechanism at its second meeting, as mandated in paragraph 8 of Article 13 of the Convention, there is a need to allocate sufficient time for compilation and preparation of the official documentation to be submitted by the Secretariat in advance of second meeting of the Conference of the Parties, in accordance with United Nations rules and standards.

The issues referred to in paragraph 1 (d) of Article 6 are further addressed in paragraph 2 of the same article, which stipulates that

For example, UNEP, under the auspices of the POPs INC, worked with the GEF to develop guidance for assistance related to preparation of National Implementation Plans for the Stockholm Convention.
