The Stockholm Convention was adopted 23 May 2001, less than three years after the first meeting of its intergovernmental negotiating committee.

The United Nations established an Intergovernmental Negotiating Committee, which drafted and adopted the treaty that was opened for signature at the 1992 Rio Earth Summit.

This will be followed by a report on the achievements of the Intergovernmental Negotiating Committee since the Conference of Plenipotentiaries adopted the Convention in May 2001.

(ii) Completing any intersessional work requested by the Conference of the Parties or the Intergovernmental Negotiating Committee prior to the first session of the Conference of the Parties

(a) Preparation and conduct of, reporting on and follow up to the seventh session of the Intergovernmental Negotiating Committee held from 14 to 18 July 2003 in Geneva, Switzerland

The analysis was to be carried out in consultation with the Intergovernmental Negotiating Committee for an International Legally Binding Instrument for Implementing International Action on Certain Persistent Organic Pollutants.

At its seventh session, the Intergovernmental Negotiating Committee, in paragraph 3 of its decision INC 7 1, noted the following programme of work and priorities for the Secretariat for 2005

This draft (UNEP POPS INC.6 INF 8) was submitted to the sixth session of the Intergovernmental Negotiating Committee for an International Instrument for Implementing International Action on Certain Persistent Organic Pollutants.

At the request of the Sixth and Seventh Sessions of the Intergovernmental Negotiating Committee (INC), a country reporting questionnaire was designed and field tested, as part of the reporting mechanism being developed under the Convention.

In response to the above request, the Secretariat prepared a progress report, which was presented to the seventh session of the Intergovernmental Negotiating Committee at its seventh session, in document UNEP POPS INC.7 20.

The target for technical assistance includes those elements of technical assistance needs and priorities noted by the Intergovernmental Negotiating Committee in paragraph 1 of its decision INC 7 8 and contained in the annex to that decision.

In keeping with the above mandates, the Executive Director of UNEP convened two sessions of the Intergovernmental Negotiating Committee the sixth session was held from 17 to 21 June 2002 and the seventh from 14 to 18 July 2003.

It was then as contained in document UNEP POPS INC.6 INF , revised to reflect intersessional comments from Governments and, as so revised, presented in document UNEP POPS INC.7 INF for further consideration by the Intergovernmental Negotiating Committee at its seventh session.

In response to that request, the Secretariat prepared an initial draft model budget that was distributed on 23 March 2004 to Stockholm Convention focal points, heads of delegation to the seventh session of the Intergovernmental Negotiating Committee and UNEP official points of contact.

Consistent with the budget for 2003 noted by the sixth session of the Intergovernmental Negotiating Committee, as contained in part B of annex VI to the report of the session (document UNEP POPS INC.6 22), the Secretariat completed the following activities

The Secretariat, in cooperation with the World Health Organization, identified for consideration by the Intergovernmental Negotiating Committee at its seventh session a possible initial list of information items needed to assist the Conference of the Parties in evaluating the continued need for DDT for disease vector control.

Consistent with the budget for 2004 approved by the Intergovernmental Negotiating Committee at its seventh session, contained in decision INC 7 1, the text of which may be found in annex I to the report of the session (document UNEP POPS INC.7 28), the Secretariat completed the following activities

In December 2004 the thirty sixth meeting of the intergovernmental Joint Committee was held in Rabat.

The document had resulted from a negotiating process that was neither democratic nor transparent, and that was contrary to the intergovernmental nature of the Organization and the principle of the sovereign equality of States.

5. Regrets that the relevant intergovernmental bodies did not review the recommendations on evaluation of the Committee

(a) Servicing of intergovernmental and expert bodies (regular budget) General Assembly substantive servicing of meetings of the Third Committee (84), the Fourth Committee (4) and the Fifth Committee (4)

At its seventh session, the Intergovernmental Negotiating Committee, in paragraph 1 of its decision INC 7 1, approved the staffing table and budget for 2003 and for 2004 2005, contained in annex I to the decision, which is contained in annex I to the report of the session (document UNEP POPS INC.7 28).

15. Emphasizes the importance of the intergovernmental nature of the Committee for Programme and Coordination in discharging its functions

The Committee, through its Chairman, will continue to participate in relevant intergovernmental and other conferences and meetings, as necessary.

The Committee highly appreciates the involvement in these meetings of Governments, intergovernmental organizations, United Nations entities and civil society.
