The President and the Prime Minister of the Republic of Serbia have extended invitations to both the President and the Prime Minister of Kosovo and Metohija for a direct dialogue.

It specifies that the Republic of Kosovo is a secular state and is neutral in matters of religious beliefs .

But Mr. Covic's perception of, for example, freedom of movement for minorities in Kosovo does not seem to us to be borne out by the situation on the ground as reflected by the empirical data in the technical assessment annexed to the Secretary General's report  an assessment which I did not consider actually to have been embellished .

This means mainly that the Kosovo Albanians and their leaders must step up their efforts to reach out to the Kosovo Serbs, while the latter must show their concrete will to integrate into Kosovo society.

Whereas Kosovo was part of a federation, the former Republic of Yugoslavia, the EU s other potential trouble spots are all parts of unitary nation states.

Another Kosovo Serb leader was attacked recently in the northern part of Kosovo.

That constitutes an encouraging sign of public outreach by Kosovo's leaders to the Kosovo Serbs.

Thirdly, Kosovo Serbs need to be allowed to play a full part in the political life of Kosovo.

That way, Kosovo Serbs can be persuaded to participate in the institutions of Kosovo and Metohija.

The Kosovo Police Service (KPS) and the Kosovo Corrections Service (KCS) are fully multi ethnic (a priority).

The KPC KFOR team reported that Kosovo Serbs experienced intense pressure from their communities not to join KPC resulting from Belgrade's rejection of the legitimacy of KPC and of Kosovo Serb participation in it. Eleven Serbs were dismissed over the reporting period for non attendance.

5. Calls upon all States and relevant international organizations to contribute to the full implementation of Security Council resolution 1244 (1999) on Kosovo, Federal Republic of Yugoslavia, as well as Council resolutions 1345 (2001) and 1371 (2001)

I did not say that Kosovo Serbs should play a full part in the life of Kosovo.

The best chance to build a multi ethnic, democratic Kosovo will come if all of Kosovo's communities participate.

In the same vein, we call on the Kosovo Serb representatives to assume their role in the political life in Kosovo.

The Government has decided to assign the ministerial position to a representative of the Kosovo Serbs (none has been nominated by the Kosovo Serb parties).

I want to pay tribute again to the Commander of the Kosovo Force (KFOR) and his forces, whose excellent work and close coordination with the United Nations Interim Administration Mission in Kosovo (UNMIK) and the Kosovo Police Service (KPS) is playing a key role in maintaining a safe and secure environment in Kosovo.

The vacant chair policy entails major risks that the history of Kosovo will be written without the Kosovo Serbs.
