But Mr. Covic's perception of, for example, freedom of movement for minorities in Kosovo does not seem to us to be borne out by the situation on the ground as reflected by the empirical data in the technical assessment annexed to the Secretary General's report  an assessment which I did not consider actually to have been embellished .

Other speakers addressed problems facing the Roma from Kosovo, particularly in the context of the future status of Kosovo and the Kosovo Standards Implementation Plan.

Thirdly, Kosovo Serbs need to be allowed to play a full part in the political life of Kosovo.

That way, Kosovo Serbs can be persuaded to participate in the institutions of Kosovo and Metohija.

Participation is the most effective means for Kosovo's Serbs to advance their interests in Kosovo.

Another Kosovo Serb leader was attacked recently in the northern part of Kosovo.

This means mainly that the Kosovo Albanians and their leaders must step up their efforts to reach out to the Kosovo Serbs, while the latter must show their concrete will to integrate into Kosovo society.

Endgame in Kosovo

In the same vein, we call on the Kosovo Serb representatives to assume their role in the political life in Kosovo.

In particular, I urge Kosovo Serbs to engage in the local government reform process.

I did not say that Kosovo Serbs should play a full part in the life of Kosovo.

I want to pay tribute again to the Commander of the Kosovo Force (KFOR) and his forces, whose excellent work and close coordination with the United Nations Interim Administration Mission in Kosovo (UNMIK) and the Kosovo Police Service (KPS) is playing a key role in maintaining a safe and secure environment in Kosovo.

The KPC KFOR team reported that Kosovo Serbs experienced intense pressure from their communities not to join KPC resulting from Belgrade's rejection of the legitimacy of KPC and of Kosovo Serb participation in it. Eleven Serbs were dismissed over the reporting period for non attendance.

In Kosovo, the OSCE is an integral part of the pillar structure of the United Nations Interim Administration Mission in Kosovo (UNMIK).

Authorities in Belgrade continued to reject the legitimacy of KPC as an institution and Kosovo Serb participation in it.

We urge politicians and rival political parties in Kosovo to cooperate in consolidating progress towards unity and final status for Kosovo.

We urge the Government in Belgrade to actively encourage Kosovo Serbs to participate fully in all of Kosovo's political institutions and working groups.

That is not yet the case in Kosovo.

We have reached an important milestone in Kosovo.

The only way for Kosovo Serb interests to be fully reflected and addressed now and in the future is through the full engagement of Kosovo Serbs in Kosovo's political life.

On orders from Serbia s government, Kosovo Serbs, who represent some 5 of the population, refuse to cooperate with Kosovo s government and the EU mission.

Fourthly, Kosovo Serbs remain largely outside Kosovo politics, and we all know the background and the reasons for that.

In Kosovo, too, my Office encounters difficulties in accessing documents from the United Nations Interim Administration Mission in Kosovo (UNMIK).

The security situation continues to improve based on strong daily cooperation between the United Nations Interim Administration Mission in Kosovo (UNMIK), the Kosovo Police Service (KPS) and the Kosovo Force (KFOR), to whose Commander and forces I would like to pay tribute.

That constitutes an encouraging sign of public outreach by Kosovo's leaders to the Kosovo Serbs.

The Kosovo Police Service (KPS) and the Kosovo Corrections Service (KCS) are fully multi ethnic (a priority).

We would also like to acknowledge here the important contribution of UNMIK and of the Kosovo Force (KFOR), both of which have definitely played a role in bringing about a much better situation in Kosovo today.
