Accordingly, they are to be held responsible for the failure of the implementation of the Safeguards Agreement.

The IAEA has carried out a great number of safeguards missions to South Africa under the NPT safeguards agreement since October 1991.

3. Strongly supports and commends the tireless efforts of the Director General and the secretariat to implement the safeguards agreement

In implementing the Safeguards Agreement between the DPRK and the International Atomic Energy Agency (IAEA), in connection with the Treaty on the Non Proliferation of Nuclear Weapons (NPT), the IAEA secretariat has been guided by the Agency apos s Statute, and by the relevant provisions of the Safeguards Agreement.

I would also like to stress that there is an urgent need for a binding global agreement on security assurances.

It is clear from the outcome of the summit that no agreement was reached on nuclear disarmament, security safeguards, safeguard mechanisms and on the issue of the Middle East.

Croatia considers that the Comprehensive Safeguards Agreement together with Additional Protocols constitutes the current IAEA verification standard and continues to call upon all States that have not yet done so to sign and ratify their safeguards agreements and additional protocols.

3. Strongly endorses and commends the patient and impartial efforts of the Director General and the secretariat to implement the safeguards agreement

Finland considers that the Comprehensive Safeguards Agreement, together with the Additional Protocol, represents the verification standard pursuant to Article III.1 of the Treaty.

As a consequence, the Democratic People apos s Republic of Korea apos s Safeguards Agreement with the Agency remains fully in force.

7. Commends the Director General and the secretariat of the Agency for their impartial efforts to implement the safeguards agreement still in force between the Agency and the Democratic People apos s Republic of Korea, and urges the Democratic People apos s Republic of Korea to cooperate immediately with the Agency in the full implementation of the safeguards agreement

Upon instructions from my Government, I have the honour to request the Security Council to consider the issue on the abuse of Safeguards Agreement by the IAEA at a meeting of the Security Council, if it is convened to consider the issues of implementation of the Safeguards Agreement between the DPRK and the IAEA.

In this context, one of the recurring themes over the year in the Board meetings of the Agency has been the implementation of the safeguards agreement between the Agency and the Democratic People apos s Republic of Korea.

The Hungarian Government continues to support the Director General apos s efforts, based on the relevant resolutions of the Board of Governors, to implement the safeguards agreement in force fully and unconditionally.

For this reason, the Democratic People apos s Republic of Korea should fully cooperate with the IAEA in the implementation of the safeguards agreement, which is still in force.
