The Conference on Disarmament submits to the sixtieth session of the United Nations General Assembly its annual report on its 2005 session, together with the pertinent documents and records.

We appreciate the efforts of high level officials to revitalize the work of the CD.

There is no registration fee to participate in the Eleventh Congress.

Voices of frustration, suggesting the suspension of the work of the Conference, have recently been heard.

The importance of the review of the agenda of the Conference was addressed by delegations in plenary meetings.

An advance, unedited version of the report of the Eleventh Congress (A CONF.203 18) and a compilation of in session documents of the Eleventh Congress, covering the substantive items of the Congress and the workshops, were also made available to the Commission.

Following action taken by the Plenary of the Conference at its first meeting on 18 January 2005, the agenda of the Conference is as follows

The chair of the Chemical Review Committee reported to the Conference on the work of the first meeting of that Committee.

There is a commitment to carry the Conference forward in a biennial series of ministerial meetings.

Annotations on the substantive agenda items of the Congress are contained in document A CONF.203 1.

I should be grateful if these documents could be issued in an official document of the Conference on Disarmament and distributed to the delegations of all member States of the Conference and non member States participating in its work.

He had taken note with interest of the informal activities that would take place on the periphery of the Committee's work.

The work of the previous sessions was also facilitated by setting up, under the guidance of the President of the Board, informal consultations for the preparation of the Conference.

The report should also contain the decisions of the Congress, a brief account of the events leading to the convening of the Congress, the proceedings of the Congress, including a summary of the substantive work conducted by the plenary and by the committees, a summary of the proceedings of the high level segment and an account of the action taken in plenary meetings.

The WTO Ministerial Conference in Hong Kong will be a critical milestone in the process of the negotiations on the Doha Development Agenda.

It will be followed by an informal plenary meeting on the Conference's agenda and other issues related to its work, and I will have the full day available for you at that time.

Its implementation is crucial for progress in the whole area of arms control, disarmament and non proliferation, including the work of the CD.

Participation in the 4th Preparatory Committee of the General Assembly for the International Conference Financing for Development (New York, 14 25 January).

The EU is actively involved in promoting universal adherence to the CTBT and participated actively in the Conference on Facilitating the Entry into Force of the CTBT held in Vienna on September 2003.

In marked contrast to the actions of the Non Intervention Committee and the League of Nations, this conference succeeded in preventing attacks by submarines.

The report of the Industrial Development Board on the work of its thirtieth session is presented to the General Conference in accordance with Article 9.4 (c) of the Constitution.

The Programme of Action stated that the estimates should be reviewed and updated on the basis of a comprehensive approach as outlined in the Cairo agenda.

We see endless meetings about what the CD should work on, instead of discussions on the details of negotiated treaties.

The outgoing President congratulated Mr. Dion on his election and wished him every success in guiding the work of the COP at its eleventh session.
