We stress the importance of establishing common indicators to monitor progress in establishing efficient transit transport systems in landlocked and transit developing countries.

The Conference unanimously adopted the Almaty Programme of Action Addressing the Special Needs of Landlocked Developing Countries within a New Global Framework for Transit Transport Cooperation for Landlocked and Transit Developing Countries, and the Almaty Ministerial Declaration.

Calls upon the land locked countries, their transit neighbours and donor counties to implement measures to strengthen further their cooperative and collaborative efforts in dealing with the transit problems in accordance with the Global Framework for Transit Transport Cooperation between Land locked and Transit Developing Countries and Donor Countries.

A significant share of these funds has been committed to landlocked and transit developing countries.

We reiterate our commitment to continuing to extend technical assistance to landlocked and transit developing countries in their efforts to establish efficient transit transport systems.

During the past year, agencies of the United Nations system strengthened their partnership to implement the Almaty Programme of Action Addressing the Needs of Landlocked Developing Countries within a New Global Framework for Transit Transport Cooperation for Landlocked and Transit Developing Countries.

Many landlocked developing countries are already actively engaged in these negotiations and have tabled proposals on transit issues.

With regard to subprogramme 5, it was important to take into consideration the expansion of the mandate to include matters relating to least developed countries, small island developing States, landlocked developing countries and related special problems faced by transit developing countries.

Recognizing further that most transit countries are themselves developing countries facing serious economic problems, including the lack of adequate infrastructure in the transport sector,

Technical assistance should be provided to landlocked developing countries on a priority basis as their trade facilitation needs will depend mainly on transit services and the policies of their transit neighbors.

An efficient transit transport system could be established through genuine partnerships between landlocked and transit developing countries and their developing partners at the national, bilateral, subregional, regional and global levels, as well as through partnership between the public and private sectors.
