Independent oversight is an essential part of any comprehensive system of accountability.

In his report on measures to strengthen accountability at the United Nations, the Secretary General describes a number of initiatives he has undertaken or plans to undertake to strengthen the accountability framework and oversight mechanisms, as well as ensure ethical conduct and transparency.

We support the Secretary General's proposals to strengthen Secretariat capacity through the improved performance of senior management and by enhancing oversight, accountability and transparency we hope that this will be sustained.

The Secretary General is therefore taking additional actions where it is within his authority to do so, particularly in the critical areas of the accountability framework, oversight, ethics and transparency.

The three delegations also agreed that in tailoring its structure to the realities on the ground, UNMIS must ensure clear lines of responsibility and avoid duplication of functions, as well as establishing clear accountability and an effective oversight framework.

We look forward to proposals from the Secretary General on ethics and accountability, on which I understand he has taken action, as well as on the strengthening of the capacity and independence of the oversight structures of the Organization.

(a) Recognize the ongoing reform measures carried out by the Secretary General to strengthen accountability and oversight, improve management performance and transparency and reinforce ethical conduct, and invite him to report to the General Assembly on the progress made in their implementation

Decentralization requires accountability at all levels and corresponding multiple accountability mechanisms elections alone are insufficient.
