Justice sector reform

Reform in the justice sector has progressed more slowly than hoped for, impacting on the fair and effective administration of justice.

This thematic sector comprises activities related to fighting corruption and money laundering and to criminal justice reform.

Justice sector reform has been delayed by a lack of funds, qualified personnel and infrastructure, which further exacerbates the problems of access to and the timely delivery of justice.

Institutions, including those in the private sector, that are outside of traditional criminal justice may nevertheless serve as important models for institution building and reform within the criminal justice system. Criminal justice reform cannot proceed without the active support or at least acquiescence of the community.

H. Status of justice reform

The Ministry of Justice, the Attorney General's Office and the Supreme Court, with the technical advice and support of UNDP and UNAMA, are in the process of finalizing a strategic reform framework for the justice sector entitled Justice for all .

The justice sector remains particularly weak.

The observer for the International Centre for Criminal Law Reform and Criminal Justice Policy made a presentation on the Workshop on Enhancing Criminal Justice Reform, including Restorative Justice.

Customs reform requires a commitment not only by the public sector but also by private sector agents who may oppose such reform.

While efforts to reform the justice sector are under way, they remain nascent, and further commitment by the Government is required for recognizable progress to be made.

C. Role of the criminal justice sector

Comprehensive security sector reform remains off the political agenda.

Reform of the security sector also remains extremely slow.

Police reform must be more fully aligned with reform of the other pillars of security sector.

The Government has gradually shifted responsibility for reform from the Justice Reform Commission to the justice sector's three permanent national institutions, the Ministry of Justice, the Attorney General's Office and the Supreme Court.

On justice sector reform, progress has been made with respect to the adoption of essential legislation, training of personnel and the rehabilitation of physical infrastructure, including courts and correctional facilities.

Reform of the information sector was thus crucial and urgent.

In that connection, it is important to recognize that there is a link between the disbanding process and other efforts such as justice sector reform, counter narcotics activities and community development.

Progress was made in juvenile justice reform in Eastern Europe.

Three new projects in justice and the rule of law support the master plan of the Afghan Judicial Reform Commission in the reform of the criminal justice system, the penitentiary system and the juvenile justice system.

In Algeria, security sector reform particularly greater transparency is long overdue.

Current projects cover a variety of areas, including juvenile justice reform, penal reform and victim support, as described below.

The second issue is reform, with the financial sector a high priority.

Yet much more is required, particularly in regard to security sector reform.

Without it, reform of the entire security sector would have been incomplete.

Criminal justice reform can accordingly be enhanced by promoting the use of
