Second, the 140 million pledged by donors at the London Conference for the Peace and Reintegration Trust Fund is blatantly insufficient for effective reintegration.

Following the violence in the Solomon Islands in 2000, for example, the Community Peace and Restoration Fund, whose goal was to contribute to the overall process of the restoration of peace and development, provided a critical peace dividend for the entire population.

But we need international support for these victims through, for instance, the Special Fund for War Victims envisaged under the 1999 Lomé Peace Agreement and the National Commission for War Affected Children.

Reserves and fund balances available for programme activities amounted to 115 million (reserves and fund balances for the Working Capital and Guarantee Fund and the Annual and Supplementary Programme Funds).

In September 2004, the Working Group revised its Trust Fund policy, with a view to providing Partnership for Peace Trust Fund Partners with new opportunities to serve as lead nations for specific projects, as well as to support the North Atlantic Treaty Organization (NATO) cooperation with the Mediterranean Dialogue countries and the Istanbul Cooperation Initiative.

The proposal for a standing fund for peacebuilding has merit.
