23.30 The Deputy High Commissioner assists the High Commissioner in the overall direction and management of the Office.

Wendy Chamberlin, Deputy High Commissioner for Refugees, has been serving as Acting High Commissioner until a successor is elected.

The Deputy High Commissioner for Human Rights, Ms. Mehr Khan Williams, chaired the seminar.

The High Commissioner and Deputy High Commissioner also frequently need to participate personally in a number of high level meetings in New York, at times with substantive staff from Geneva.

The Under Secretary General held separate policy and coordination meetings with the High Commissioner for Human Rights in October 2004 and with the Deputy High Commissioner in December 2004.

Management provided a list of 220 staff posts (including the High Commissioner and Deputy High Commissioner posts) and related costs categorized as management administration at Headquarters funded under the regular budget.

(a) Staff support for the High Commissioner and Deputy High Commissioner immediate support, provision of expert advice and overall coordination of the programme of work of OHCHR and the Office as a whole.

(d) Consolidation of policy, planning, monitoring and evaluation functions within a single unit reporting directly to the Deputy High Commissioner.

As recommended by OIOS, the immediate office of the High Commissioner and the Deputy will not substitute for line managers

The open ended seminar organized by the Office of the High Commissioner for Human Rights and chaired by the Deputy High Commissioner for Human Rights was held in Geneva on 12 to 13 October 2005.

Accordingly, the High Commissioner has decided to place under the direct supervision of the Deputy High Commissioner all Office wide support functions falling under the budget components of executive direction and management and programme support.

For 2004, a United Nation Regular Budget allotment advice was received for an amount of 27,749,500, covering staff and other management and administration costs, including the posts of the High Commissioner and the Deputy High Commissioner.

Two high level meetings were held, in Rome and Geneva, between the Assistant High Commissioner and the WFP Senior Deputy Executive Director and senior staff of the two organizations.

It comprised the Deputy High Commissioner as chairperson, the Assistant High Commissioner, the Controller, the Directors of International Protection and of Human Resources Management and one external qualified professional, the recently retired Director of Administration of the United Nations Office at Geneva.

In September 2004 the terms of reference of UNHCR's Oversight Committee were revised and strengthened, and it was reconstituted as a decision making body chaired by the Deputy High Commissioner with a limited number of senior managers.
