Baja, Jr. (Philippines) as Chairman, with the delegations of Algeria and Germany as Vice Chairmen.

In 2005, there was no change in the Chairman while Brazil and Denmark provided the Vice Chairmen.

13. At the same meeting, the Commission decided to postpone the election of the remaining two Vice Chairmen to a later meeting.

I should like also to thank the Vice Chairmen of the Group, Ambassador Breitenstein and Ambassador Chew, for their remarkable work.

Four of the country's fourteen ministers were women, and one of its two Deputy Prime Ministers was a woman.

Our commendations also go to the two Vice Chairmen, Ambassador Wilhelm Breitenstein of Finland and Ambassador Chew Tai Soo of Singapore.

We would also like to thank the Vice Chairmen, Ambassador Breitenstein and Ambassador Chew Tai Soo for their important contribution.

At its 1st meeting, on 7 February 2005, the Working Group endorsed the appointment of two Vice Chairpersons.

I should also like to thank the Committee apos s Vice Chairmen, Mr. Javier Ponce and Mr. Behrouz Moradi, who discharged their responsibilities most ably.

At this meeting the First Committee will elect the Vice Chairmen and the Rapporteur and discuss the organization of the work of the Committee at the current session of the General Assembly.

The Bureau of the Committee in 2004 consisted of Mihnea Ioan Motoc (Romania) as Chairman, the delegations of Pakistan and the Philippines providing the two Vice Chairmen.

In 2004 the Bureau of the Committee consisted of Munir Akram (Pakistan) as Chairman, while the delegations of Angola and the Philippines served as the Vice Chairmen.

For the period of 2005 covered by this report, Ellen Margrethe Løj (Denmark) served as Chairman, the delegations of Japan and the Philippines serving as Vice Chairmen.

In 2005, Lauro L. Baja, Jr. (Philippines) continued to serve as Chairman of the Committee with the delegations of Algeria and Greece as Vice Chairmen.

For 2004, the Bureau consisted of Ambassador Ronaldo Mota Sardenberg (Brazil) as Chairman, with the delegations of Algeria and Pakistan providing the Vice Chairmen (S 2004 4).

For the period of 2005 covered by this report, Adamantios Th. Vassilakis (Greece) served as Chairman, and the delegations of Denmark and the United Republic of Tanzania served as Vice Chairmen.

With respect to the course of action to be followed, my delegation supports extending the mandate of the Working Group, preferably under your chairmanship, Mr. President, and with the same Vice Chairmen.

Let me also thank the Committee apos s Vice Chairmen, Mr. Thomas Stelzer and Ambassador Yoshitomo Tanaka, who were most effective in discharging their duties.

Our delegation heard with pleasure the announcement yesterday concerning the renomination of the two Vice Chairmen of our Open ended Working Group, Ambassador Breitenstein of Finland and Ambassador Chew of Singapore.

I should also like to take this opportunity to congratulate Ambassador Yoshitomo Tanaka of Japan and Mr. Thomas Stelzer, of Austria, on their election to the posts of Vice Chairmen of this Committee.

We would also like to thank Ambassadors Paulette Bethel of the Bahamas and Christian Wenaweser of Liechtenstein, Vice Chairpersons of the Working Group, for their diligence and hard work in the service of the Group.

124. The President congratulated the delegations on the results achieved and thanked the Vice Presidents, the Rapporteur, UNDP and the Special Unit for TCDC.

Non Americans must understand that there is yet another revolution brewing in the US, and that Senators Clinton and McCain are both likely to be swept away by it.

Our gratitude goes, too, to the Vice Chairmen of the Working Group, Ambassador Wilhelm Breitenstein of Finland and Ambassador Chew Tai Soo of Singapore, who also made noteworthy contributions to the progress of our work.

When speaking of the two Vice Chairmen, we must also express our highest esteem to Ambassador Insanally, who as President of the General Assembly, guided us all with his articulate eloquence and reliability.

The CHAIRMAN informed the Committee that the group of Eastern European States had nominated Mr. Raichev (Bulgaria) for one of the posts of Vice Chairman and that the group of African States had nominated Mr. Mohamed (Sudan) for the office of Rapporteur.

The immediate offices of Deputy Special Representatives of the Secretary General are also shown under the above heading since outputs related to their responsibilities are reflected in more than one framework component.

We appreciate the large amount of work the Working Group has managed to accomplish under the guidance of His Excellency Mr. Samuel R. Insanally, President of the General Assembly at its forty eighth session, and of the two Vice Chairmen of the Working Group, the Permanent Representatives of Finland and Singapore.

We also wish to commend his two Vice Chairmen, Ambassador Wilhelm Breitenstein of Finland and Ambassador Chew Tai Soo of Singapore for their intellectual and diplomatic skills and for dedicating many long hours to ensuring that the Working Group made progress.

(a) The Head of the Personnel Conduct Office (D 1) would report to one of the Deputy Special Representatives of the Secretary General and would be responsible for the formulation and implementation of the work programme of the Office, the development of policies and strategies relating to the conduct of personnel and the overall direction and supervision of the staff of the Office.

The Chairman said that the Group of Asian States and the Group of Eastern European States had nominated respectively Mr. Muhith (Bangladesh) and Mr. Manczyk (Poland) for the posts of Vice Chairmen and the Group of Western European and other States had nominated Ms. Pehrman (Finland) for the post of Rapporteur.

I would also like to commend my Deputy Special Representatives, Abou Moussa and Steinar Bjornsson, who were Officers in Charge of UNMIL pending the arrival of Mr. Doss, and the civilian and military staff of UNMIL for their contribution to the progress made during the period under review.

Mr. Ponce (Ecuador) (interpretation from Spanish) In my capacity as one of the Vice Chairmen of the Committee at the forty eighth session of the General Assembly I am pleased and honoured to present the candidacy of Mr. Thomas Stelzer, Minister and Counsellor of the Permanent Mission of Austria, to one of the posts of Vice Chairman of the Committee.

Mr. Steward (South Africa) It is a particular privilege, in view of an enforced absence from the Committee for many years, to be able today to offer my congratulations to you, Mr. Chairman, on your election to your responsible office, and also to congratulate the Vice Chairmen, from Austria and Japan, respectively.

At this juncture, let me congratulate Ambassadors Paulette Bethel of the Bahamas and Christian Wenaweser of Liechtenstein, the two Vice Chairpersons of the Working Group, for the magnificent manner in which they steered deliberations on very complex issues in the Working Group, and also for preparing a concise report.

Moreover, Marion Maréchal Le Pen, Le Pen s niece and one of the party s two MPs, is a prominent member of the National Front sponsored France Europe Russia group, which advocates a multipolar or, more accurately, a less American world.

Finally, I wish to express my appreciation for the valuable work carried out by my Deputy, Atul Khare, and by all the staff in the civilian, police and military components of UNMISET for their dedicated efforts in discharging the mandate of the Mission in its consolidation phase.

It would be useful, therefore, for the Open ended Working Group on the Question of Equitable Representation on and Increase in the Membership of the Security Council to resume its work as soon as possible and to undertake the necessary consultations I propose to reappoint the two Vice Chairmen of that Group.
