Unnecessary barriers to cross border capital flows and direct cross border investment must be eliminated as economies become stronger.

But it left cross border capital flows entirely off the agenda, as if they were not a part of finance.

Similarly, caution dictates direct regulation of cross border flows.

Unlike in the past, however, emerging and developing countries avoided the worst, precisely because they had learned to accumulate foreign reserves and regulate cross border capital flows, and to ease such measures to prevent or mitigate sudden stops.

Borrowers and lenders can resort to cross border financial flows to evade domestic controls and erode the integrity of regulatory standards at home.

It is time for China to seriously consider allowing the renminbi to float freely, while reserving the right to intervene when it must, and tighten the management of cross border capital flows (permissible under last November s G 20 agreements).

The eurozone thus risks becoming stuck in an unstable status quo, with banks cross border claims large enough to transmit national shocks to the entire system, but financial integration not deep enough to ensure that capital flows freely throughout the currency area.
