V Recording the deliberations

In considering the issues put forward at the seventh session of the Working Group (see para.

Highlights of the deliberations are presented below 3

The conclusions of those debates are also reflected in the declaration.

Some of these issues were raised by Iraq in its written responses or in submissions during the oral proceedings and were commented upon by the Claimants during the oral proceedings.

Those deliberations and conclusions are reflected in section II below.

Group statements by Member States 14 15 4

Australia, as always, will be an active player in these deliberations.

The question of the relevance of the United Nations was at the centre of deliberations.

It has no rapid reaction force and does not engage in regular political deliberations.

Emphasizing the importance of transparency and all inclusiveness of deliberations on the processes of United Nations reform.

Although agendas are prepared by the secretariat, they reflect specific requests by the COP and subsidiary bodies rather than secretariat preferences.

Oral proceedings were held at the Palais des Nations in Geneva on 14 and 15 September 2004.

My delegation will reaffirm those interpretative criteria in the deliberations to be held to establish the Peacebuilding Commission.

Although initial discussions in the Working Group indicated the importance of the practice of continuing to deliberate on ways to enhance the effectiveness of United Nations sanctions, the Group did not reach conclusions concerning its future role in conducting or facilitating those deliberations.

I am sure that continued deliberations will occur in the same good spirit.

Representatives and experts of each of the Claimants and Iraq attended the oral proceedings and presented their views.

It is our desire to further discuss those issues in detail, providing fresh inputs, when the deliberations proceed.

Those and other thematic deliberations make an important contribution to the protection of civilians and enhance the human security of vulnerable individuals in dire situations.

In the deliberations on PAROS, the overall security perspective of space activities should be taken into account.

But the international community, the United Nations, the European Union and NATO must be engaged in ongoing deliberations.

The Assembly of Kosovo has lately shown itself to be a more transparent and democratic place for debate according to the established rules.

Instead, it could look to established principles that may provide common ground for further deliberations.

But such considerations were off the table well before the deliberations began.

These deliberations transformed into concrete remarks and suggestions for development of some regulations (e.g. Criminal Code etc.).

The deliberations will follow the format of the previous sessions of the Commission, which proved to be acceptable to the Commission, and will be in the form of a peer review.
