At the commencement of the deliberations on this item, the Expert on Space Applications briefed the Committee on the overall strategy for the implementation of the United Nations Programme on Space Applications.

Over the last six years, the Open ended Informal Consultative Process has made valuable contributions to the General Assembly's annual deliberations on ocean affairs and the law of the sea.

We also recognize the additional relevance and value of this discussion in the light of the ongoing deliberations in the General Assembly and elsewhere on the creation of the Peacebuilding Commission.

We think that the ongoing deliberations in the General Assembly on the possible modalities of a Peacebuilding Commission and other reform proposals can help clarify and redress the institutional deficit.

Some of these issues were raised by Iraq in its written responses or in submissions during the oral proceedings and were commented upon by the Claimants during the oral proceedings.

Those deliberations and conclusions are reflected in section II below.

Such examples are more relevant to the Sub Commission's thematic deliberations.

The International Committee of the Red Cross (ICRC) also attended.

I am sure that continued deliberations will occur in the same good spirit.

Australia, as always, will be an active player in these deliberations.

The question of the relevance of the United Nations was at the centre of deliberations.

Representatives and experts of each of the Claimants and Iraq attended the oral proceedings and presented their views.

It has no rapid reaction force and does not engage in regular political deliberations.

Although agendas are prepared by the secretariat, they reflect specific requests by the COP and subsidiary bodies rather than secretariat preferences.

These deliberations transformed into concrete remarks and suggestions for development of some regulations (e.g. Criminal Code etc.).

The deliberations will follow the format of the previous sessions of the Commission, which proved to be acceptable to the Commission, and will be in the form of a peer review.

Oral proceedings were held at the Palais des Nations in Geneva on 14 and 15 September 2004.

My delegation will reaffirm those interpretative criteria in the deliberations to be held to establish the Peacebuilding Commission.

Although initial discussions in the Working Group indicated the importance of the practice of continuing to deliberate on ways to enhance the effectiveness of United Nations sanctions, the Group did not reach conclusions concerning its future role in conducting or facilitating those deliberations.

Informal consultations had been held on 20 June 2005 to reflect further on the recommendations relating to human rights contained in the report, with a view to contributing to the deliberations on the proposed reform of the United Nations at the General Assembly.

It is our desire to further discuss those issues in detail, providing fresh inputs, when the deliberations proceed.
