I should like to recall the major ones.

I would point specifically to the statement of Japan.

I would like to point out here that the position adopted by African heads of State at Sirte is the same position they agreed upon at Harare in 1997.

I would like to mention the Ibero American Convention on the Rights of Youth, which we shall sign at Badajoz, Spain, on 10 October 2005.

At the same time, I should note that we have increased our support for local government development efforts to 7 per cent of the national budget.

I wish to mention in that regard significant initiatives among States members of the Economic Community of West African States, which are already yielding positive results.

I would like to recall that our experiences in West Africa reveal that certain sister States such as Liberia, Sierra Leone and Guinea Bissau could have benefited from the existence of an effective institutionalized peacebuilding mechanism.

I wish to take this opportunity to inform you that the law on the creation, organization, mandate, composition and functioning of the national police was promulgated by the President of the Republic on 31 December 2004.

I should like also to point out that, at the subregional level, Paraguay, along with Argentina, Brazil and the United States of America, belongs to the Three Plus One group, whose principal goal is cooperation and the elaboration of mechanisms to combat terrorism.

I would also like to mention in this context the strategy of Enlightened Moderation proposed by President Musharraf of Pakistan to deal with issues such as extremism and terrorism through a broad range of measures at different levels.

May I refer, in that respect, to a statement made by Mr. Joe Borg, Commissioner for Fisheries and Maritime Affairs of the European Union, on the occasion of his visit to the Tribunal on 2 September 2005. He said that

I would like to recall that just a few weeks ago the Security Council expressed its concern about the violence that had developed along the Blue Line, in particular as a result of the incidents on 9 January.

And I'd like to thank you all.

I should now like to summarize them.

Finally, a word about the issue of resources.

I would like to recall that at the normalization talks between the Democratic People's Republic of Korea and Japan, held in Beijing in early November, we raised that issue with the Japanese side and demanded that our citizens abducted to Japan be sent back to the Democratic People's Republic of Korea.

In that regard, I would like to point out the fact that for over a month now, under very harsh winter conditions, several Serbian villages have been deprived of power supply, bringing into question the very physical survival of several hundred men, women and children.

I would like to add a few additional comments.

I would like to make a few points in that regard.

I am pleased to note that the Government has complied with the first commitment.

I would like to make a special reference to the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families and hope that States Members of the United Nations will make every possible effort to accede to or ratify this important instrument, as well as all other fundamental international human rights treaties. This report, unlike the previous year's, gives no figures.

I merely wanted to remark on the striking arithmetical coincidence.

Finally, I should note that Tanzania has itself fallen victim to a terrorist attack.

I would like to introduce the following revisions to the draft resolution.

I would add another, clearly essential point.

I just wish to address some of the points I have heard.

I should like to make a statement in my capacity as representative of Brazil.

Let me cite just one specific example.

Let me first deal briefly with the security challenge.
