We are prepared to provide humanitarian assistance to the millions of Angolans who are the tragic victims of the fighting.

Organizations should indicate whether the courts provide free legal assistance in support of victims apos claims.

An appropriate and prompt response to emergency situations is crucial in assisting victims, defusing tension and creating a climate conducive to the resolution of crisis situations.

Ensure that, in all victim assistance efforts, emphasis is given to age and gender considerations and to mine victims who are subject to multiple forms of discrimination in all victim assistance efforts.

Victim assistance must therefore be broad in scope, involve the victims themselves in the process, and include both general health services and the reintegration of people with disabilities into active life, while offering support to their communities.

In assisting child victims and witnesses, professionals should make every effort to coordinate support so that the child is not subjected to excessive interventions.

Within that activity, priority should be given to victim assistance, including physical rehabilitation, psychological support and socio economic integration.

In all these places of detention, conditions are relatively pleasant, victims are apprised of their rights, representatives of NGOs are given access in order to render assistance and attempts are made to listen to the needs of the victims.

But the prospects of that happening are slim, because such an appeal would lack the emotional pull of the desire to help immediate victims.

Although many countries devoted resources to mine action, such as mine clearance programmes and victim assistance operations, much remained to be done.

The Summit pledged to do more in the areas of victim assistance to ensure that they realize improvement in their lives through medical care, physical rehabilitation and socio economic integration.

We encourage the Secretary General to submit proposals to the General Assembly leading to a comprehensive approach to victims' assistance by 31 December 2005.

We are a country of victims.

There are emotions of the victims.

The States Parties have come to recognize that victim assistance is more than just a medical or rehabilitation issue it is also a human rights issue.

In the longer term, a comprehensive review will be undertaken of the welfare and recreation needs of all peacekeeping personnel, as well as the development of a comprehensive strategy for victim assistance.

The need for funds increases every year as numerous victims suffer from severe traumas, both physical and mental, and need professional help for many years.
