The Committee shall adopt the concluding comments before the closure of the session at which the report of the State party was considered.

The report of the Secretary General on the work of the Organization predates the summit and, in a sense, the outcome document is a comment on the report, and the statements of our heads of State and Government and foreign ministers constitute comments on the outcome document.

The adoption of this outcome document is a tremendous achievement, one which only a few days ago we did not expect so soon.
