Front loaded public investment could be funded through an enhanced European Investment Bank.

The representative of the International Monetary Fund (IMF) focused on the investment climate and the creation of an environment conducive to FDI.

Moreover, the European Investment Bank s lending capacity could be increased substantially, and European Union structural funds mobilized, to finance investment projects in the peripheral economies.

China s sovereign wealth fund and non bank financial institutions have been eager to invest in well established Western banks.

The Government had established the Social Investment Fund to meet the needs of the poor and the socially excluded, including children, adolescents and single mothers.

The European Commission and EU member states are therefore planning to increase their assistance, both through the European Development Fund and by developing new sources of financial support.

In the case of countries with poor fiscal positions, Europe s rescue fund, the European Financial Stability Facility, can lend for this purpose.

At the same time, conditions for Russian investment in the EU are far from perfect.

The EU now accounts for 75 of foreign investment in Turkey and roughly half its exports and inward tourism.

And the last EU summit announced the creation of a permanent European Stability Mechanism (ESM) a sort of European Monetary Fund with an effective lending capacity of 500 billion.

In its 2011 forecast, the International Monetary Fund predicted that the European economy would grow by 2.1 in 2012.

The IMF, the World Bank, and other international financial institutions, such as the European Investment Bank and the European Bank for Reconstruction and Development, as well as the European Central Bank and the European Commission, have worked together to stabilize the situation.
