The following section presents those areas, along with the options chosen to offset the increase in each one of them and minimize the overall growth in requirements to almost zero.

If anything, those resources should be increased in order to fulfil basic humanitarian needs.

They reflect an increase of 2,000 over the 2005 revised requirements.

A more streamlined structure will also mean that the secretariat can be more flexible in responding to the evolving needs of the intergovernmental process.

The balance of 386,000 is attributable to the increased requirements for air transportation.

(ii) A net decrease of 1,500 under subprogramme 3 under non post requirements

The additional requirements under this heading are attributable to increased requirements for medical services and the acquisition of medical equipment to support the establishment of two medical forward stations in connection with the deployment of the mission to five regions.

The festive event was attended by various groups, institutions, and thousands of family members who affirmed the call for greater awareness about the rights of persons with special needs.

An increase of 16 posts is proposed under earmarked contributions owing to additional programme requirements arising from increased levels of contribution.

That means emergency measures designed to write off a sizeable proportion of the debt, provide new credits, massively increase assistance to meet the most urgent social needs and, in particular, to increase access to food, water and energy.

The estimated revised operational requirements for the period from 1 July 2004 to 30 June 2005 represent an increase of 140,312,600, or 48.9 per cent, over the initial apportionment for the period, largely owing to the expansion of the Mission and the adjustments in the military and logistical concepts of operations.

The additional requirements were also due to the fact that ferry services for the rotation and repatriation of contingents were used more than planned.

The main factors contributing to the variance are increased requirements under training, air transportation, facilities and infrastructure, and medical equipment.

The costs are estimated at 1,587.8 million, including a 470.5 million increase due to phasing, construction cost escalation and redesign and 68.3 million due to increased requirements for swing space.

The reduced requirements were mainly a result of lower expenditure for commercial communications, as the Mission's communications system could not be completed during the period and the deployment of the military, civilian and police personnel was delayed.

However, increased flexibility in other respects is essential in order to maximize the availability of resources to urgently address critical national capacity development needs.

The variance of 685,300 under this heading is attributable to the increased self sustainment requirements owing to the accelerated deployment of military contingents.

The estimated requirement of 16,800 for hospitality relates to Investments Committee lunches and reflects no increase from the current biennium.
