Some of the projects funded by the Community Legal Services Programme are located in mainstream community or women's legal centres, while others are stand alone services.

(b) Strengthening of the Office of Internal Oversight Services

SUPPORT TO THE FOLLOWING PROJECTS (During the reporting period, implementation continued on the following projects)

(i) Support to water supply and sanitation services

In parallel, other organizational measures have been taken to support the decision making process, including the establishment of a project management team, headed by the Chief, Central Support Services, to focus on project coordination, the elaboration of plans, the distribution of funds and functional procedures and reporting lines.

Some of the projects are located in mainstream community or women's legal centres others are stand alone services.

Clients appreciate UNOPS speed, transparency and cost effectiveness.

As a result, UNOPS no longer uses the inter office voucher account.

Furthermore, many people engaged in the informal sector lack business know how and have limited opportunities to access business information and business support services.

There is no support for private initiative or entrepreneurship in agricultural production.

As of 30 November 2004, new business acquired under the project portfolio of services reached 663 million. Budget increases in the ongoing project portfolio of services are not recorded in this figure.

The programme is promoting the use of information and communication technologies (ICT) to make enterprises, in particular SMEs, better fit for the e economy and increase their competitiveness.

Comment by the Administration. UNOPS has implemented internal control procedures to ensure that project budgets are approved in Atlas before the funds can be used.

UNOPS attributes these project overruns to the reasons for overriding the Atlas budget check function, mentioned above.

The projects also assist women in their communities to advocate for services on their own behalf.

23.73 Programme support services are provided by the Administration and Management Service.

2 3 of the financed projects have regularly been aimed at supporting organisations that are active in rural areas.

By 2010 this number had grown to over 800 organizations that provide direct services to entrepreneurs either microfinancing or business development services.

This represented an increase in the UNOPS share of the application service provider fee, which is beyond its control.

Despite being understaffed, the Section adequately serviced the trials and other support activities.

Two of these prisoner support services are tailored to specifically address the needs of indigenous women.

Indeed, the 2004 business acquisition level may testify not only to the demand for UNOPS services but also to the value that the speed, flexibility, project mentality and results orientation of UNOPS adds to the work of its clients.

The table below presents established delivery targets grouped by UNOPS business unit.

To add value to and improve UNIDO's operations by examining and assessing the Organization's activities in an independent and objective manner.

The Board also notes that UNOPS experienced challenges relating to the integrity of its financial data.

(h) Support services for victims to prevent re victimization and to facilitate their reintegration into their communities.

Management services agreements (MSAs) may also decline in value as UNOPS undertakes direct contracts with IFIs and with governments for infrastructure works.

UNOPS will actively pursue additional partnerships with the full range of United Nations entities.

The Audit Services Branch will also attempt to provide this information for the 2004 project audits.

The inter office voucher account was used for the imprest account transactions effected by UNDP on behalf of UNOPS.

The implementation of Atlas as at 1 January 2004 enabled financial systems at UNDP country offices to interface with UNOPS for the transactions captured by UNDP on behalf of UNOPS.

These outputs serve to strengthen the institutional capacity of national innovation systems, establish and strengthen international and national technology centres, ITPOs and related networks, and upgrade the innovative capacities of enterprises.

(d) Maintaining efficient, effective, timely and quality support services in the mail and pouch area.

To a large extent, these projects were supported by federal funding from the Supporting Communities Partnership Initiative.

It is further responsible for support to the project based cooperative mechanisms and compliance under the Kyoto Protocol.

This is comprised of already approved budgets and project funds shortly to be received, and for which a documented exchange of communication between the client and UNOPS is on record as a precursor to project formulation.

A service level agreement for UNOPS was expected to be concluded by the second quarter of 2005.

UNFPA, together with UNDP and UNOPS, considers that this provides sufficient control but will monitor the situation.

UNDP continues to be the main client for the track 2 portfolio, the relative decline of which, within the overall project portfolio of UNOPS, is expected to continue in future years.
