Under the Kyoto Protocol, Annex I Parties are required to submit supplementary information with the annual inventory relating to assigned amount, and implementation of Article 3.14.

The Committee recognizes that non reporting might be a sign of a general reporting fatigue caused by the number of reports that Member States have had to submit to the Committee, the Counter Terrorism Committee, the Committee established pursuant to resolution 1540 (2004) and other United Nations bodies.

The periodicity of State reporting and the widespread phenomenon of late reporting seriously undermine the possibility for timely and effective monitoring.

We would like to report back to the Security Council after reporting to the AU Chairman on the outcomes of the meeting.
