UNMIS has made a number of suggestions on the modalities of such talks, which were received positively.

Specific proposals can then be considered by a political body which gives legitimacy to the proposals adopted by endorsing them.

Some of the proposals would refer to the purpose of State transactions if that purpose was relevant to the invocation of immunity according to the national law of the State in question.
