We need to move forward in the negotiations with or without a programme of work.

I shall now say a few words about the progress made in implementing the World Programme of Action for Youth in Sri Lanka.

That work programme, inter alia, would provide a framework for assessing the progress achieved in the implementation of the Programme of Action.
