The use of per capita income as the main criterion for the allocation of official development assistance by international cooperation donors is clearly unsatisfactory because it does not reflect the real situation in the country.

Both events took place in Santiago, Chile, and were organized in cooperation with the Economic Commission for Latin America and the Caribbean (ECLAC).
