Strengthening international cooperation in drug demand reduction programmes

Section VIII of the questionnaire, on drug demand reduction, was designed along the lines of the Action Plan for the Implementation of the Declaration on the Guiding Principles of Drug Demand Reduction (General Assembly resolution 54 132, annex).

In order to successfully address drug demand, more should be done in the areas of drug abuse prevention, treatment and rehabilitation.

While measures to curtail the supply of illicit drugs might be effective in the short term, in the long term the drug problem could only be addressed effectively by reducing the demand for such drugs.

They described a wide and diverse range of integrated and balanced activities in line with the guiding principles of drug demand reduction.

Efforts are also required to reduce the demand for drugs in destination countries and to combat the illicit trafficking of precursors.

Demand for illicit drugs must be reduced, and all relevant laws must be enforced, particularly those limiting the use of drugs for medical purposes and research in producing areas.

At the twentieth special session, Member States committed themselves to achieving significant and measurable results in the field of demand reduction by the year 2008. The responses to the biennial reports questionnaire in 2004 indicated that most Governments had developed comprehensive drug demand reduction strategies.

Obviously, there are significant differences in the quality and scope of the various national strategies for drug demand reduction.

Demand reduction was a priority for the Gulf Cooperation Council, which had conducted a campaign to reduce demand and sensitize youth at universities, prisons and other places.

In Afghanistan, demand reduction results included new research, local surveys and studies on the extent and patterns of local drug abuse and training of Afghan officials on drug abuse prevention and problem drug use.

China was drafting a drug control law and, in recent years, had made remarkable progress in drug control enforcement and demand reduction.

In the area of drug control, Jordan had adopted a national plan of action against narcotic drugs with the aim of eliminating drug use, reducing supply and facilitating treatment of addicts.

The responses indicated that most Governments have put in place some of the key elements of a comprehensive drug demand reduction strategy.

The weighted analysis on drug abuse trends (WADAT) and the demand reduction index (DEREX) were used to report on recent trends and to monitor progress in relation to the goals established at the special session of the General Assembly in 1998 on the world drug problem.

Representatives reported that a wide range of drug control activities were being implemented in their countries, in particular, demand reduction activities at the community level.

A number of representatives recognized the importance of assessing the national situation, monitoring progress and evaluating the impact of the efforts made to reduce demand for drugs.

We decide to strengthen the capacity of the United Nations Office on Drugs and Crime to provide assistance to Member States in those tasks upon request.

The replies received have been quantified drawing on the Demand Reduction Index, an analytical tool providing a visual representation of changes since 1998 in the different areas of demand reduction at the regional and subregional levels.

The positive news is that countries in almost all regions seem to have in place some of the key elements of a comprehensive drug demand reduction strategy, which is one of the cornerstones for a sustained drug control policy.

In section VIII, subsection A, of the biennial reports questionnaire, entitled The commitment , States are asked to provide information on a national strategy for drug demand reduction and whether it is based on data on the drug abuse situation.

With the cooperation of the Inter American Drug Abuse Control Commission, the National Commission against Illicit Drug Use had developed a national anti drug plan for 2002 2007 that was aimed at balancing supply reduction and demand reduction efforts.

Drug abuse and HIV AIDS prevention programmes that focus on awareness raising and life skills education will be developed, validated and implemented, and integrated drug demand reduction and HIV AIDS prevention policies will be developed for use by UNODC partners and stakeholders.

In Europe, the biennium 2006 2007 requires a consolidation of ongoing projects in the areas of demand reduction and counter narcotics enforcement.

Such action should be combined with efforts to raise awareness of the ATS problem, to reduce illicit drug demand and to prevent drug experimentation by youth.

Addressing drug use through criminalization and rehabilitation centers does nothing to curb demand, however, and usage rates have failed to decline.

Noting also the conclusion of the Executive Director in the addendum on drug demand reduction to his third biennial report on the world drug problem that countries need to improve their information base and evaluation capacity in order to develop better, more sound interventions,
