In Europe, the biennium 2006 2007 requires a consolidation of ongoing projects in the areas of demand reduction and counter narcotics enforcement.

In Afghanistan, demand reduction results included new research, local surveys and studies on the extent and patterns of local drug abuse and training of Afghan officials on drug abuse prevention and problem drug use.

At the twentieth special session, Member States committed themselves to achieving significant and measurable results in the field of demand reduction by the year 2008. The responses to the biennial reports questionnaire in 2004 indicated that most Governments had developed comprehensive drug demand reduction strategies.

The weighted analysis on drug abuse trends (WADAT) and the demand reduction index (DEREX) were used to report on recent trends and to monitor progress in relation to the goals established at the special session of the General Assembly in 1998 on the world drug problem.

Addressing drug use through criminalization and rehabilitation centers does nothing to curb demand, however, and usage rates have failed to decline.

The present report will review the information provided for each subsection and present an analysis of the responses to provide an idea of the progress made by countries in drug demand reduction efforts.

Recalling its resolution 47 1, in which it stressed the importance of the annual reports questionnaire and the biennial reports questionnaire as a basis of countermeasures and for the evaluation of the progress made in reducing the demand for and supply of illicit drugs,

The remaining sections of the biennial reports questionnaire and the analysis of the answers will provide more information and a better understanding of where countries stand in relation to achieving measurable and significant results in drug demand reduction.

Referring to the first chapter of the report, dealing with the integration of supply and demand reduction strategies, he called on Governments to develop and implement integrated strategies, combining components of supply reduction and demand reduction in multidisciplinary programmes.

In order to successfully address drug demand, more should be done in the areas of drug abuse prevention, treatment and rehabilitation.

The alarming IDU and related HIV AIDS problems in countries surrounding Afghanistan have led to a major expansion of the UNODC demand reduction portfolio.

ICAA participated regularly at the annual Sessions of the UN Commission on Narcotic Drugs (UNCND), where the representatives of the organisation made oral and written statements, reflecting ICAA's support of various resolutions, in particular in the field of reduction of demand for illicit drugs.

ICAA Membership Network ICAA continued t o use its global network and made several recommendations t o its members, urging them t o implement, on regional and national levels, various resolutions of the UN and specialised agencies, particularly concerning the area o f drug demand reduction.

On average, over 60 per cent of States responding to the questionnaire in the three reporting periods (1998 2000, 2000 2002 and 2002 2004) indicated that demand reduction activities were based on epidemiological assessments of the drug abuse situation.

While measures to curtail the supply of illicit drugs might be effective in the short term, in the long term the drug problem could only be addressed effectively by reducing the demand for such drugs.
