Emergency relief

Requests the Secretary General to include in his reports to the General Assembly at its sixtieth session, the gender dimensions of relief, recovery, rehabilitation and reconstruction efforts coordinated by the United Nations in situations of natural disasters, including the recent tsunami disaster.

Moreover, in cases of natural disaster, emergency humanitarian assistance operations should be carried out only with the consent of the host States.

How Effective is Disaster Relief?

Thirdly, with regard to natural disaster situations, we understand that the Protocol will be applicable only in instances where there is exceptional risk.

14. Encourages donors to consider the importance of ensuring that assistance in the case of higher profile natural disasters does not come at the expense of those natural disasters that may be relatively lower profile, bearing in mind that the allocation of resources should be driven by needs

Participants would review the commitment to expand existing national disaster plans to include responses to mass migration in each country, together with a renewed interest in improving migration management in all its aspects.

A request for clarification as to whether the element of risk must be predominant for the draft protocol to apply in natural disaster situations was also made.

The WFP is concerned with man made disasters and has provided guidelines for staff working in situations of natural disasters and refugee crises.

(d) Support and complement international efforts aimed at addressing humanitarian emergencies, including natural disasters, in order to promote an improved, coordinated response from the United Nations
